The USDA is seeking contractors for the South Grand Chenier Marsh Creation project in Louisiana, which involves dredging material to create and nourish approximately 466 acres of marsh and constructing 20,375 LF of earthen containment dike. This opportunity is a sources sought notice, indicating that the government is gathering information on potential contractors rather than soliciting bids at this time. The project is likely suitable for small businesses, with a possible 100% small business set-aside, and interested firms should submit their capability statements by the specified deadline.

Project
ME-32 South Grand Chenier - Baker Tract Marsh Creation Project
General Information
1.0 Scope of Work
Provide a brief statement of the overall project, including goals and objectives.
The South Grand Chenier Baker Tract Marsh Creation (ME-32) project is located in the Mermentau Basin, Chenier Sub-Basin, and
Hog Bayou Watershed south of LA Hwy 82 and directly west of Rockefeller Wildlife Refuge. Material dredged from the Gulf of
America will be used to create and nourish approximately 466 acres of marsh in southwest Louisiana. Approximately 20,375 LF of
earthen containment dike will be constructed. The goal of the project is to create new wetland habitat, restore degraded marsh, and
reduce wave erosion of organic soils.
2.0 Background
The South Grand Chenier Baker Tract Marsh Creation (ME-32) project is located in the Mermentau Basin, Chenier Sub-Basin, and
Hog Bayou Watershed south of LA Hwy 82 and directly west of Rockefeller Wildlife Refuge. The Coastal Wetlands Planning,
Protection, and Restoration Act (CWPPRA) Task Force approved the ME-32 project for engineering and design as part of the 23rd
Priority Project List in February 2014. The United States Department of Agriculture – Natural Resources Conservation Service (NRCS)
was designated as the lead federal sponsor for this project with funding approved through CWPPRA by the United States Congress,
and the Wetlands Conservation Trust Fund by the State of Louisiana. The State of Louisiana’s Coastal Protection and Restoration
Authority (CPRA) is serving as the non-federal sponsor. The goal of the project is to create new wetland habitat, restore degraded
marsh, and reduce wave erosion of organic soils. Material dredged from the Gulf of America will be used to create and nourish
approximately 466 acres of marsh in southwest Louisiana. Implementation would promote the expansion of emergent marsh and
submerged aquatic vegetation throughout the area. The proposed project will also provide a protective wetland buffer to the local
hurricane evacuation route, LA Hwy 82, and complement hurricane protection measures in the area. Creating and nourishing the
marsh will aid in prevention of land loss by reducing tidal exchange through the area and providing a platform for growth of
emergent vegetation. A completed project will provide critical habitat for several species and help protect life and property in local
communities from coastal flooding and storm surge.
