v4.10_DECEMBER2025 1 STATEMENT OF WORK (SOW)/PERFORMANCE WORK STATEMENT (PWS) Mechanical Fabrication 1.0 Background The Undersea Warfare Electromagnetic Systems Department (Code 34) of the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is tasked by Naval Systems Commands (SYSCOMs), Type Commanders (TYCOMs), Navy Cyber Warfare Development Group (NCWDG), Naval Research Lab (NRL), Office of Naval Intelligence (ONI), Office of Naval Research (ONR), Defense Logistics Agency (DLA), Naval Special Warfare Development Group (NWDG), Special Operations Command (SOCOM), Naval Cyber Warfare Command (NCWC), and Other Government Agencies to perform a wide range of programmatic, engineering and technical functions to support the research, design, development, production, fielding, maintenance and improvement of Electromagnetic Warfare systems, subsystems, and components. The Undersea Weapons and Defensive Systems Department (Code 85) of the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is tasked by PEO UWS, PEO USC, PEO RAS, Office of Naval Research (ONR), and Other Government Agencies to perform a wide range of programmatic, engineering and technical functions to support the research, design, development, production, fielding, maintenance and improvement of Undersea Weapons and Defensive systems, subsystems, and components. This SOW encompasses build-to-print, firm fixed price (FFP) hardware fabrication and certification. 1.1 Places of Performance All work shall be performed at the contractor’s site. 1.2 Authorized Users NUWCDIVNPT Code 34, Code 85. 1.3 Sponsors SYSCOMs; TYCOMs; NRL; ONI; ONR; DLA; NWDG; SOCOM; NCWC; NAVSEA/PEOSUB PMS392, PMS394, PMS397, PMS435, PMS425, PMS 450, PMS4010; Space and Naval Warfare Systems Command (SPAWAR) PMWs 120, 130, 150, 160, 170, 770, and 790. NAVSEA/PEO, PEO UWS, PEO USC, PEO RAS. 1.4 Types of Funding Operation and Maintenance, Navy (OMN), Other Procurement, Navy (OPN), Ship Construction, Navy (SCN), Research, Development, Test & Evaluation, Defense Agencies (RDDA) and Research Development Test and Evaluation (RDT&E), Naval Sea Based Deterrent Fund (NSBDF), Defense Working Capital Fund (DWCF). 2.0 Scope -- 1 of 7 -- v4.10_DECEMBER2025 2 This FFP Multiple-Award Blank Purchase Agreement (BPA) is for mechanical fabrication of hardware. The Contractor shall fabricate, produce, assemble, test, package, and deliver hardware in accordance with drawings provided by the Government. The following services may be required in support of this effort: • Computer Numerical Control (CNC), Computer-Aided Design and Computer-Aided Manufacturing (CAD/CAM) • Welding and Braising • Milling, Planing, Machining • Shearing, Shaping, Rolling, Bending • Cutting, Drilling, Boring, Tapping, Threading, broaching and threaded insert installation • Electrical Discharge Machining (EDM) • Grinding, Honing, Polishing • Plating, Anodizing, Coating, Painting • Assembling multiple components into assemblies with bolts, screws, or other fasteners • Non-Destructive Testing (NTD) including Penetrant Testing (PT), Magnetic Particle Testing (MT), Ultrasonic Testing (UT), and X-Ray Testing. • Quality inspection of all manufactured parts • Additive manufacturing • Waterjet The Government anticipates that the preponderance of BPA calls will require use of the following metals: mild steel, medium steel, high tensile steel, stainless steel and aluminum. The Government anticipates that High Yield Steel (HYS), High-Strength Low-Alloy (HSLA) steel, also known as microalloyed (MA) steel, super alloy and special metals such as Titanium, Inconel and Monel (K-500) may also be required; however, use of these metals is anticipated to be less frequent. All items shall be fabricated and configured in accordance with the Government-provided drawings. Prior to award of BPA calls, the BPA holders shall document all discrepancies, objections, issues, problems, questions and concerns with the drawings or requirements, and all requests for variations, substitutions, or changes in their quotes. No modifications, variations, substitutions, or changes will be made to any drawing or product unless and only when approved in advance and in writing by the Government. The BPA holders shall provide all of the necessary resources including personnel, tools, equipment, computers, software, machinery, test equipment, consumables, and facilities necessary to successfully complete and deliver the hardware. 2.1 Program or Systems Supported These Electromagnetic Warfare Systems are divided into the following four major areas: • Electronic Warfare • Imaging • Communications • Special Projects -- 2 of 7 -- v4.10_DECEMBER2025 3 Electronic Warfare and Imaging Systems Program Executive Office Submarines (PEO SUB) Program/Project Manager, Ship (PMS) 435 is the Participating Acquisition and Resource Manager (PARM) for Submarine Electronic Warfare (EW) and Imaging systems. PMS 435 has designated NUWCDIVNPT Code 34 as their Technical Direction Agent (TDA), Acquisition Engineering Agent (AEA), In-Service Engineering Agent (ISEA), and Software Support Agent (SSA) for submarine EW and Imaging systems. As such, NUWCDIVNPT has responsibility for EW and Imaging system hardware and software design, development, prototype, testing, integration, procurement, fielding, and in-service support. Communications Program Manager, Warfare (PMW) 770 is the PARM for Submarine Communications Systems. PMW 770 has designated NUWCDIVNPT Code 34 as their TDA and AEA for Submarine Communications Systems. Additionally, PEO C4I PMW 120, 130, 150, 160, 170, and 790, and PEOSUB PMS 392, 397, & 450 provide tasking to NUWCDIVNPT in support of internal and external submarine communications. NUWCDIVNPT Code 34 has responsibility for system and subsystem design development, production integration, testing, and in-service support of Submarine Communication Systems.
