Attachment 3, Section M - Evaluation Factors for Award 1.0 BASIS FOR AWARD 1.1 GENERAL INFORMATION (a) The Government intends to make multiple awards as a result of this RFQ. Awards shall be made to Offeror(s) who are deemed responsible in accordance with FAR 9.104, whose quote conforms to the RFQ requirements, and are determined to be Acceptable in accordance with the factors listed in this RFQ. (b) The Government intends to award multiple contracts without discussions (except for clarifications), but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary. Therefore, each initial offer should contain the Offeror's best terms from a technical standpoint. (c) Future on-ramp competitors will be evaluated using the same criteria outlined in Section M of this solicitation, unless otherwise modified in the on-ramp RFQ. 2.0 PASS/FAIL REQUIREMENT Offers will be evaluated based on a Pass/Fail rating for the requirement below. Offerors must receive a Pass rating under the Pass/Fail Requirement to be eligible for award. The Pass/Fail rating criteria is as follows: 2.1 Joint Certification Program The Government will confirm the Offeror's JCP registration is Active by verifying the Offeror's CAGE code within the JCP system. 2.2 Cybersecurity Maturity Model Certification (CMMC) The Government will determine whether the offeror has SPRS issued CMMC UID(s) at the required CMMC level, or higher (as specified in DFARS clause 252.204-7025 ‘NOTICE OF CYBERSECURITY MATURITY MODEL CERTIFICATION LEVEL REQUIREMENTS (NOV 2025) ‘ paragraph (d) within this solicitation), for each contractor information system that will process, store, or transmit FCI or CUI during task order performance. 2.3 Government Furnished Property Management Plan The Government will determine whether the offeror has methods and systems in place for managing GFP to comply with FAR 52.245-1 and DFARS 252.245-7005. NOTE: No award will be made to any Offeror that does not meet all of the pass/fail requirements at the time of RFQ closing. Therefore, the Government reserves the right to not evaluate an offer further if the Offeror does not meet any of these requirements at time of RFQ closing. -- 1 of 4 -- 3.0 NON-PRICE FACTORS 3.1 The following table established all significant factors that will be considered in awarding this BPA: FACTORS SUBFACTORS 1. Past Performance None Offeror quotes will be evaluated and assigned one of the adjectival ratings included in this RFQ (listed in section 4.0 below) for each of the following non-price factors. 3.2 FACTOR 1: TECHNICAL CAPABILITY 3.2.1 Technical Approach and Capabilities: The Government will evaluate quotes to assess each Offeror's understanding of the required work and its ability to accomplish a substantial portion of the stated tasking. 3.2.2 Facilities: The Government will evaluate the Offeror’s description of its facilities and the facilities available to the Offeror in order to accomplish the stated tasking. 3.3 FACTOR 2: PAST PERFORMANCE The past performance evaluation assesses the degree of confidence the Government has in the Offeror's ability to provide products and services that meet its customers' needs based on a demonstrated record of performance. The Government may consider past performance information contained in the Supplier Performance Reporting System (SPRS) and the Federal Awardee Performance and Integrity Information System (FAPIIS). The Government may also use other information such as Contractor Performance Assessment Reporting System (CPARS) of other data available from Government sources to evaluate an Offeror's past performance. Additionally, the Government may also contact all or some of each Offeror's customers to obtain past performance information. The Government reserves the right to limit or expand the number of references it decides to contact, and contact references other than those provided by the Offeror. The Government may consider past performance information obtained from sources other than those identified by the Offeror, including Federal, State, and local Government agencies, Better Business Bureaus, published media, and electronic databases. In the case of an Offeror without a record of past performance or for whom information on the past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance. 4.0 EVALUATION (a) The Government will perform an evaluation of the non-cost evaluation factors based on the Offeror's quote. In order to be considered for award, an offeror must have an Acceptable rating in every non-cost factor. -- 2 of 4 -- (b) The term "technical," as used herein, refers to non-cost factors other than past performance. The purpose of the technical factor is to assess whether the offeror's quote demonstrates an understanding of and capability to perform the Statement of Work. This assessment is based on the offeror's record of recent and relevant past performance information that pertains to the products and/or services outlined in the RFQ requirements. The Government will initially evaluate whether the offeror's past performance is recent and relevant to the effort to be acquired, using the table below: Rating Description Recent and Relevant Present/past performance effort occurred within three (3) years of the closing date of the solicitation and involved similar scope and magnitude of effort and complexities this solicitation requires.
