STATEMENT OF WORK
PROCURE A PLACE-BASED ADVERTISING CONTRACT FOR ONE YEAR TO PROVIDE TALENT SOURCING AND
RECRUITMENT
1.0: INTRODUCTION

1.1 Background: Code 1102 People Experience is the Strategic Talent Acquisition branch responsible for recruitment,
advertising, and acquisition of all Direct Hire Authority (DHA) experienced talent for Norfolk Naval Shipyard.
1.2 Objective/Scope: The objective is to procure a contract a one-year advertising campaign to support the sourcing
and Recruiting of Talent to supplement current operations within C1102PE. The Scope of the work is as follows:
• Procure a 1-year contract for Media Advertising outside of regular job fair advertising. See section 1.3 for
details.
1.3 Services Description/Specifications: The procurement of an advertising bundle that will provide the following:
Services provided:
• (1) Media Place-Based, Out of Home Advertising Bundle.
o Must have streaming of a loop of content- approximately 20-30, 10 second slots.
o Must have over 300 digital displays in the Hampton Roads and Outer Banks markets that display a
combination of 'in-house/internal content' and paid advertisements.
o Displays must be hosted in a healthy mix of the most top-rated venues within the market area.
o The inventory of displays must allow over 1M weekly impressions, similar to that of highway billboards,
but the dwell times (length of time people are exposed in front of the display) is 45-60 minutes on
average.
o Must have the ability to publish/change/rotate displayed images for advertising.
o Must have the ability to design video and real-time motion graphics.
o Must have the ability to easily swap content remotely via Wi-Fi.
o Must have a specialized, localized footprint—rather than a generic advertising campaign—to meet the
critical, time-sensitive mandate of sourcing, selecting, and onboarding 300 skilled trades workers (with
Inside Machinists as the primary priority).
o Must have a reach of nearly 400 retail, restaurant, and fitness locations, this bundle generates high-
volume impressions at a low Cost Per Mille (CPM).
o Must be able to directly engage with clientele and actively embedded in the local community, driving
the critical mission of hiring the best engineers, professionals, skilled trades, and apprentices.
1.4 Period of Performance: The period of performance for this requisition is 364 days from contract award date.
