SOW
1. Scope:
Military Sealift Command (MSC), Office of Congressional and Public Affairs, requires annual
access to a legislative database, monitoring and analysis service to provide current information and
analysis on congressional activities in order to conduct legislative liaison activities for MSC.
2. Specific provisions/tasks related to access will include:
- Access to news and analysis of current Congressional activities, updated daily, and more
often when Congress is in session.
- The ability to track legislation, analysis of bill text, and the capability to compare
different legislation on the same or similar subjects.
- Full committee coverage to include scheduling, access to bill and amendment text,
voting summaries, text of committee reports, prepared hearing testimony and
transcripts of selected hearings.
- Access to other internal congressional documents such as press releases and documents
from government sources that impact the legislative process.
- Access to a website that contains congressional news and analysis, current legislative
and budget information, congressional committee coverage and the ability to search and
track that information.
- The ability to provide emails covering topics as requested by MSC subscribers. Such emails
to be on a daily basis, and more often when Congress is in session.
- Providing five (5) individuals with access to the website.
- The ability to track and compare specific bills and issues as requested by MSC subscribers.
3. Place of Performance:
Access to the information shall be provided via the Internet.
