140FS226Q0125 Mulching Head Page 1 of 3 Big Muddy National Fish and Wildlife Refuge Statement of Work (SOW) FECON FMX28 Excavator Mulching Head 1.0 Scope The Vendor shall furnish and deliver one (1) commercially available FECON FMX28 excavator‑mounted mulching head for use in vegetation management, forestry mulching, and land clearing operations. The mulching head shall be compatible with Government‑owned excavators in the 3.5–8 ton class. 2.0 Background The Government requires a lightweight, high‑performance mulching head suitable for clearing brush and woody vegetation up to 5 inches in diameter. The FECON FMX28 meets this operational need through its compact size, high cutting efficiency, and wide hydraulic compatibility. 3.0 Applicable Documents The following documents apply: • OEM specifications for the FECON FMX28 • All associated OEM manuals delivered with the equipment 4.0 Requirements 4.1 General Requirements The mulching head shall be: • New, unused, and of current commercial production • Fully compliant with manufacturer specifications • Delivered with all accessories necessary for integration with Government equipment -- 1 of 3 -- 140FS226Q0125 Mulching Head Page 2 of 3 Big Muddy National Fish and Wildlife Refuge 5.0 Technical Specifications (Minimum Requirements) 5.1 Excavator Compatibility • Excavator class: 3.5–8 metric tons 5.2 Dimensions • Working width: 28 inches • Overall width: 40 inches 5.3 Weight • Operating weight: 750 lbs 5.4 Hydraulic Requirements • Flow range: 12–40 gallons per minute (GPM) • Maximum operating pressure: 4,000 PSI • Motor: Variable displacement motor (standard) 5.5 Cutting System • Cutting tools: 14 DCR/Cubit tools • Mulching capacity: Must efficiently mulch vegetation up to 5 inches in diameter 5.6 Rotor Assembly • Rotor diameter: 15 inches (381 mm) • Rotor speed: 2400 RPM • Rotor bearing size: ST65 6.0 Performance Requirements The equipment shall: • Operate effectively within the hydraulic capacity of compatible excavators • Provide consistent mulching performance across the full 12–40 GPM flow range • Maintain durability and structural integrity during continuous forestry use 7.0 Deliverables The Vendor shall deliver: 1. All required mounting hardware, hoses, fittings, and accessories necessary for installation 3. OEM operator’s manual, service manual, and parts documentation 4. Manufacturer’s standard commercial warranty 8.0 Place of Delivery Delivery address FWS Big Muddy NFWR, 18500 Brady Lane, Boonville, MO 65233. The Vendor shall coordinate delivery with the designated Government point of contact. 9.0 Delivery Schedule Delivery shall occur within the timeline specified in the resulting contract. Early delivery is acceptable with prior Government approval. 10.0 Inspection & Acceptance The Government will inspect all delivered items to ensure compliance with Sections 4.0–7.0. Acceptance will occur only after verification that: • All specifications have been met or exceeded • All deliverables are received and functional • No defects or damage are present upon receipt 11.0 Warranty The Vendor shall provide the full OEM standard commercial warranty, including parts and labor coverage as applicable. -- 3 of 3 --
