Description

PERFORMANCE WORK STATEMENT Monopole – Tower Lights and Military Affiliate Radio System (MARS) Antennas 1. DESCRIPTION OF SERVICES. The Contractor shall provide all personnel, equipment, tools, parts, materials, vehicles, other items, and services necessary to perform Remedial Maintenance (RM), Preventive Maintenance (PM), and emergency orders for monopole towers, warning lights, antennas, and associated communications infrastructure located across the Hawaiian Islands. The specific inventory of covered equipment, quantities, and performance locations is maintained in [Technical Exhibit / Attachment 1]. The Government reserves the right to adjust, add, or in-scope additional assets and locations within the Hawaiian Islands under this contract as operational requirements change. Period of Performance: shall consist of one (1) 12-month Base Period and four (4) consecutive 12-month Option Periods. 1.1.3. EMERGENCY MAINTENANCE DURING NORMAL DUTY HOURS. The Contractor shall respond within two (2) hours after notification and restore monopole towers/antennas to their full operational capability within six (6) working hours after response. The Contractor shall schedule and coordinate with the COR and/or authorized point of contact for access to Mount Ka’ala Site, located on the Island of Oahu and the Mauna Loa Observatory, located on the Big Island, Hawaii. Notify the COR telephonically when repairs cannot be accomplished within six (6) working hours. 1.1.3.1 The Contractor shall respond within two (2) hours for all emergency maintenance after notification. The Government reserves the right when the Contractor fails to respond within two (2) hours after notification to use Government employees or commercial Contractor’s for the emergency service request. The Contractor shall submit to the COR a proposal for parts and materials required prior to the replacement. The Contractor shall be responsible for all other expenses that were not approved by the COR. 1.1.4. EMERGENCY MAINTENANCE AFTER NORMAL DUTY HOURS. The Contractor shall respond within two (2) hours after notification and restore monopole towers/antennas components to their full capability within six (6) working hours after response. The Contractor shall schedule/coordinate with the COR and/or authorized point of contact for access to Mount Ka’ala Site, located on the Island of Oahu and the Mauna Loa Observatory, located on the Big Island, Hawaii. The Contractor shall be responsible for all other expenses incurred that were not approved by the COR. 1.2. GROUNDING for the six (6) antennas at MARS SB Bldg 1170. 1.2.1. INSTALL GROUNDING. The Contractor shall provide technical expertise in defining the equipment and materials for purchase that is needed to establish a complete building grounding system for the six (6) antennas at MARS Station Building 1170 on SB, HI on Oahu. Materials shall include, but is not limited to, a building grounding ring and rooftop lightning protection. The Contractor shall purchase and install all necessary materials and equipment needed for a complete grounding system at MARS Station Building. The complete grounding system shall provide protection for both equipment and personnel against electrical energy discharge in the building and equipment. The Contractor provides management, maintenance, training and reporting of the grounding system. The government shall investigate placing future grounding inspections into the existing annual MARS Antenna Maintenance contract. Contractor shall serve as Subject Matter Expert (SME) for the complete Building Grounding System being installed. Contractor shall provide and install all parts, materials and equipment required to establish a complete building grounding system. Contractor shall provide and install all parts, materials and equipment required to establish a complete grounding system to include, but is not limited to OSHA, EPA, NEC and NFPA’s safety codes. 1.2. MAINTENANCE. 1.2.1. REMEDIAL MAINTENANCE. The Contractor shall provide RM of towers, rotators, cables, and antennas at the monopole tower antennas and MARS station on Schofield Barracks (SB) as listed in Paragraph 1 in accordance with all manufacturer/industry standards and Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) regulations. Government highly recommends a lift rental in performing the maintenance on these antennas because the tower’s foundation is unstable and unsafe to climb. The cost of the rental/purchase should be included in the price proposal. Maintenance should include but not limited to tower inspections, plumbing and tensioning of towers if applicable, checking and tightening of loose bolts, corrosion control, visual inspections of antennas and rotors, inspecting all coax and connectors from antenna to building. Notify the Contracting Office Representative (COR) telephonically when repairs cannot be accomplished within three (3) business days and if or when RM will be service impacting to radio users. The Contractor shall review all results and shall establish RM repair, replacements, in accordance with CLIN for equipment, repair and replacement. 1.2.1.1. The Contractor shall provide comprehensive antenna maintenance services across the Hawaiian Islands, specifically servicing a total of eleven (11) antennas: five (5) located on Oahu, one (1) on the Island of Hawaii, and six (6) at the M
