Description
Background: DLA operates a variety of radio communication systems and equipment at several
DLA locations throughout the world, such as ASTRO25 Trunked Systems. Given the criticality
of these communications systems to daily operational functions, DLA must ensure that all
trunked radio equipment is functioning at all times. The primary means of communications for
DLA Emergency Services is the Trunked Radio System. This Statement of Work identifies the
Government’s requirements to ensure continuous operational efficiency related to the DLA
Enterprise Radio communications infrastructure.
Objective: To maintain an Enterprise Trunked Radio System Maintenance contract
for DLA radio infrastructure, services, and subscriber units. There will be
Infrastructure Repair with Life Cycle Support Services to include Technical Support
and other services as indicated in the below chart.
This contract will consist of one base year and two 12- month options. Currently
DLA is obtaining this support under contract SP4701-20-C-0073 which expires
September 2, 2023. The periods of performance are as follows:
Base Period: 9/3/2026 – 9/2/2027
Option Period 1: 9/3/2027 – 9/2/2028
Option Period 2: 9/3/2028 – 9/2/2029
The table below depicts the sites and the services that DLA requires under this contract in
addition to all DLA Sites worldwide, including Non-Recurring Services. Travel will NOT be
reimbursed.

Requirements under this Statement of Work:
Technical Support Requirements
Require 24/7, 365-days a year, System Technical Support via Telephone
• The Contractor shall work closely with the government representative to
help identify and resolve network issues.
• The Contractor shall dispatch to the government site a qualified
technician to correct any identified problems on the system.
• The Contractor shall confirm that each piece of Radio System Network
equipment being repaired or shipped into the Motorola Depot for repairs
or replacement is covered under this contract and advise DLA
accordingly.
On-Site Support ‘Dispatch Service and On-Site Infrastructure Response’
Motorola Dispatch and On-Site Infrastructure Response Services
• The Contractor shall ensure that a Motorola-trained and qualified technician is dispatched
to diagnose and restore the communications network as required.
• The Contractor shall comply with standard Motorola response times in arriving on-site to
the government Radio Frequency (RF) Site.
• The Contractor shall notify the government representative once he/she arrives at the
government Radio Frequency (RF) Site.
• The Contractor shall restore the system by performing basic troubleshooting at the Radio
Frequency (RF) Site.
• The Contractor shall open a trouble case with Motorola System Support Center and
provide the case number to the government representative.
• The Contractor shall provide all updates to the case to the government representative.
• The Contractor shall escalate the case to the Motorola System Support Center or Motorola
Product Engineering Teams as needed if he/she is unable to resolve the issue.
• The Contractor shall verify resolution and, with Government approval, close the case with
the Motorola System Support Center.
• The Contractor shall provide written records of all service activity (upon demand) to
provide a comprehensive history of site performance, system issues, and resolutions.

Infrastructure Repair with Advance Replacement of System Equipment
Contractor shall repair all identified Motorola infrastructure equipment, as well as equipment
from third-party infrastructure vendors.
• The Contractor shall coordinate all repairs through a certified local Motorola Service
Shop.
• The Contractor shall provide Advanced Replacement of any malfunctioning system
equipment to the proper DLA site within 24 hours. This system equipment shall be pre-
identified on Motorola’s DLA Equipment List records as well as DLA’s equipment
records.
• DLA Radio System Infrastructure consists of (but is not limited to):
• 18 KVL-5000’s (Distributed between 5 DLA ELMR Sites and 3 CIT Ops Sites)
• DLA Richmond:
o Motorola Radio System Core equipment at the Master Site in Richmond, VA, along with
all associated radio system network equipment
