MVB3X Barrier System

SPECIFICATION SHEET Mountain Home AFB, ID Portable Barriers 30 June 2026 1. GENERAL: 1.1. This is a Brand-Name requirement. The 366th Security Forces Squadron requires the MVB3X Modular Vehicle Barrier System to ensure compatibility and seamless integration with the portable barrier system currently in use. The primary purpose of the barriers is to block roadways for security and traffic control. The requirement is for two specific configurations: one 20-unit package and one 72-unit package. 1.2. Certification: IAW DoDI o-2000.16/V1-DAFI 31-145-0/Antiterrorism (AT) Program Implementation anti-vehicle barriers must be designed to comply with UFC 4-022-02, Selection and Application of Vehicle Barriers. Any Barrier NOT used at a DoD Entry Control Facility/Access Control Point/Installation perimeter project, does not have to be on the approved DoD Anti-Ram Vehicle Barrier list, but must be rated to the applicable crash rating and meet AASHTO roadside safety requirements. The barriers on the DoD Anti-Ram Vehicle Barrier list have been tested and certified to specific crash ratings and can be used as a guide for all anti-vehicle barriers. 2. MINIMUM SPECIFICATIONS: PORTABLE BARRIERS WITH TRAILER 2.1. (20 UNIT PACKAGE): Crash rated portable barrier system with barrier pivot system and transport trailer (20 units). 2.1.1. One fully enclosed trailer (trailer must be enclosed to ensure barriers can be immediately employed without having to clear off debris or other items such as snow or ice off them) with dedicated compartments for the organized storage of pivot units and other accessories. The trailer must comply with U.S. DOT regulations. Trailer must hold 20 units and must not require any additional equipment for loading, unloading, or storage of the barriers. 2.1.2. Twenty barrier units. Must provide a minimum of protection from a 7.5-ton truck at 30 MPH and have an ASTM F2656 penetration rating of at least P3 or higher. 2.1.3. The barriers must connect directly with the current MVB3X system to ensure continuity of the barrier line, maintaining its structural integrity and stopping capability. 2.1.4. Eight pivoting units (transition fully assembled barrier sections into movable gates.) Units must have the option to pivot and transition into an operational gate that can be operated by one individual. 2.1.5. Barrier system must be modular and adaptable to any road width. 2.1.6. One set of fixed side wheels and three sets of rotating side wheels (to move assembled units) 2.1.7. One set (10 lights) of sequential lighting elements, to improve safety and increase visibility. -- 1 of 3 -- 2.1.7.1. Lights should be able to flash sequentially or simultaneously and provide an estimated 24+ hours of continuous flash. 2.1.7.2. Must be rechargeable. 2.1.7.3. Lights should be visible in a range of 3,000+ feet. 2.1.8. Barriers MUST have a safety color bright enough for maximum visibility. Barriers may be deployed on roadways and must meet traffic safety requirements for visibility. 2.1.9. One person to assemble, deploy and dismantle. No tools required for assembly. 2.1.10. Barrier must have an open structure design, with no solid metal/bullet resistant piece being more than 18” in width, as to not provide an active shooter cover and concealment. 2.1.11. Individual barrier units must fold for easy carrying. storage, and transportation. 2.1.12. Bottom edges of the barriers must be protected by aluminum covers (for pedestrian safety). 2..2.
