PERFORMANCE WORK STATEMENT INTRODUCTION The contractor shall provide engineering and engineering management expertise, corporate guidance and technical support required to support this PWS. The contractor shall commit the resources necessary to staff the applicable tasks and ensure tasks are accomplished efficiently, satisfactorily, cost effectively, with the highest standards and meet the product delivery schedule specified in the applicable task. BACKGROUND Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) Code 200 (Engineering Department) has had a long history of having a Marine Design and Engineering Services contract in place. The driving force behind this is, essentially, a fluctuating workload such that available Government resources in place at PSNS & IMF do not have the capacity to handle large surges in workload associated with ship repair and conversion. These contracts have given PSNS & IMF the flexibility to maintain a lean workforce, and still be able to fulfill the needs of its customers, in spite of workload surges. This requirement was previously fulfilled via contracts N4523A-19-D-1301 (Tridentis), N4523A-19-D-1302 (Gryphon Marine), and N4523A-19-D-1303 (Huntington Ingalls Industries). However, contracting regulations now require all engineering service type contracts to be solicited on SeaPort NxG. Contracting regulations clearly define pre-award contract administration timelines for contracts solicited on SeaPort NxG: 150 days for contracts costing under $10M and 180 days for contracts costing over $10M. These administrative timelines will not support the timelines for Code 200 engineering work. Most Code 200 engineering work can only allow for a maximum of 60 days for pre-award contract administration. Therefore, this contract shall be a five-year single-award level-of-effort contract, which will allow for expeditious contractor engagement on any task which may be assigned during the five-year lifetime. Once the contract has been awarded, any and all contracting tasks will be assigned via Technical Instructions, which has very minimal contract administration time to issue. This contract vehicle is based off of Norfolk Naval Shipyard contract N0017819D8073, Delivery Order N4215821F3000. That contract has proven to be successful in providing contracted services for NNSY Code 200 engineering support from 2019 to present. DRAFT -- 1 of 34 -- 1. SCOPE 1.1 The Contractor, subject to the provisions hereinafter set forth, shall establish a full-service office in Kitsap County, Washington, within thirty (30) calendar days of contract award. A full-service office is defined as an office capable of completing work set forth in this paragraph (also see the Section C contract provision titled “Location of Contractor’s Facility” and the Section F contract provision titled “Place of Performance”). The Government is not financially responsible for the Contractor’s current or future cost of having a full-service office facility located in Kitsap County, WA. 1.2 All deliverables prepared pursuant to this contract shall be subject to review and approval by the Commander, Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), or a duly authorized Shipyard representative. Performance of the work shall be under the cognizance of the Chief Engineer, PSNS & IMF, or a duly authorized shipyard representative. 1.3 The requirements are to provide marine design and engineering services for PSNS & IMF. In connection with the performance of this work, the Contractor shall provide comprehensive services for all current and former U.S. Naval vessels, ships, craft and boats in the areas of naval architecture, civil, structural, mechanical, electrical, electronics, industrial, and environmental engineering. The work may include planning and estimating, engineering designs and calculations, technical research, material specifications, kitting support, troubleshooting and failure mode analysis, assessments and inspections, testing, grooming, minor repair and alignment of equipment, work control, testing and test direction, logistics support, oversight and technical support of industrial work, training, and detailed reports based on engineering studies and analysis relating to marine vessels and equipment (including but not limited to cranes, caissons and similar equipment used to support ship repairs, overhaul and dismantling). The requirements also include Computer Aided Design (CAD) drafting and modeling, computer programming and support services, and technical document preparation, publication and reproduction. Planning Yard requirements include ship checks, drawing development, Ship Alteration Record (SAR) and Ship Change Documents (SCD) development, Ship Selected Record (SSR) upkeep, and fleet technical support. The requirements include the need to install, monitor, test and troubleshoot equipment and minor installation/repair/replacement of components, equipment, and systems associated with various assessments and inspections. 1.4 The required services may be in support of the following Puget Sound Naval Shipyard Engineering and Planning Department (EPD) Disciplines: 1.4.1 Code 244C Carrier Project Engineering & Planning Division - C-244C provides various support services to waterfront projects and EPD including work packaging for nuclear and non-nuclear work on various submarine and carrier projects, project engineering services and material support to EPD in support of QA 1-3 material as well as non-standard QA-4 material. QA 1. MIC Level I Material (Nonnuclear) or Level I material used in a DSS/SOC MCD A application. QA 2. Non Level I Controlled Industrial Material (CIM) or Certified Structural Material (CSM) that requires TRI (Technical Receipt Inspection).
