Description / Specifications / Work Statement SCOPE The Contractor shall provide NON-HAZARDOUS WASTE (TRASH) COLLECTION & DISPOSAL SERVICES at Miramar National Cemetery, located at 5795 Nobel Dr., San Diego, CA. 92122. The Contractor shall be responsible for the collection of and delivering non-hazardous waste to an approved, licensed, certified disposal area / landfill. Disposal shall be conducted in accordance with all local, State and Federal legal requirements and in an environmentally safe manner. SPECIFICATIONS Dumpster Requirements: The Contractor shall provide factory new or newly refurbished (within the past three months and in a “like new” state of condition) front load type dumpster(s) at the beginning of the contract period. Each dumpster shall display the company name and contactor information. Dumpster requirements are as follows: Description Qty Location Five (5) Cubic Yard Front Load Trash Dumpster 1 Maintenance Yard Five (5) Cubic Yard Front Load Recycling Dumpster 1 Maintenance Yard Five (5) Yard Front Load Trash Dumpster: Waste / trash placed in dumpster will consist of plastic or aluminum beverage containers, magazines, newspapers, mixed office paper; holiday floral arrangements, cafeteria waste, general office waste and food wrappings. Five (5) Yard Front Load Recycling Dumpster: Waste / trash placed in dumpster will consist of paper, cardboard, aluminum, glass and plastic. Scheduled Pickup: On a weekly basis, the Contractor shall pickup and empty the five (5) yard Trash Dumpster and five (5) Yard Recycle Dumpster. Contractor shall transport and dispose-of (off-site) non-hazardous waste and recyclables from Miramar National Cemetery. Weekly pickup service shall be scheduled to occur during normal business hours and coordinated through the COR at a day / time mutually agreed upon between the Government and the Contractor. Normal cemetery business hours / days of operation are 8:00AM to 4:30PM, Monday through Friday, excluding Federal Holidays. Dumpsters which become damaged due to handling and use shall be replaced at no cost to the Government. Damaged or unsightly dumpsters shall be replaced at the written request of the Contracting Officer or his/her Representative. The Contractor shall be responsible for cleaning-up and disposing of all trash, garbage, and debris spilled from the dumpsters during the Contractor’s pickup and disposal process. The Contractor must clean any spills caused by collection. The Contractor shall restore the area to pre-pickup conditions. Report spills to the COR immediately. All non-hazardous waste / trash shall be removed and disposed-of off the Government premises. No on-site burning or disposal is allowed. The Contractor is solely responsible for full compliance with all Federal, State, Local and all other applicable laws, policies, rules and regulations. In the event of a conflict of two or more regulations, the strictest of the regulations shall apply. The Contractor shall be responsible for the provision of all permits, licenses, certifications and fees necessary to perform the required services. EQUIPMENT AND GENERAL REQUIREMENTS The Contractor shall provide and be responsible for all dumpster maintenance, labor supervision, equipment, handling, and transportation of waste. The Contractor and COR shall jointly determine suitable location(s) for the dumpster(s) to insure the locations do not interfere with Miramar National Cemetery operations and which maintain a clear access for the Contractor’s collection vehicles. All vehicles and materials handling equipment shall be equipped with OSHA approved back-up alarms. Vehicles must be enclosed or covered to prevent debris from blowing out. Vehicles must be leak proof. Vehicles must be maintained so they don’t leak fluids on government property. WORK HOURS Hours Of Operation: Waste / trash removal services shall be performed at Miramar National Cemetery during normal Hours of Operation - Monday through Friday, with the exception of National Holidays (see National Holiday schedule below), between the hours of 8:00 a.m. – 4:30 p.m. The Contractor may provide services during the weekends (Saturday & Sunday) during the hours of 8:00 a.m. – 4:30 p.m., with written authorization from the COR. National Holidays: Contract personnel will not be required to work on the ten holidays observed by the Federal Government. Unless otherwise specified, when a holiday falls on a Sunday, the following Monday shall be the legal holiday as observed by the Federal Government. When a holiday falls on a Saturday, the preceding Friday shall be observed as the legal holiday. The ten holidays observed by the Federal Government are as follows: (a) New Year’s Day (January) (b) Martin Luther King’s Birthday (January) (c) President’s Day (February) (d) Memorial Day (May) (e) Juneteenth (June) (f) Fourth of July (July) (g) Labor Day (September) (h) Columbus Day (October) (i) Veterans Day (November) (j) Thanksgiving Day (November) (k) Christmas Day (December) Or any other day specifically declared by the President of the United States to be a National Holiday. COMPLIANCE WITH APPLICABLE FEDERAL STATE AND LOCAL REQUIREMENTS In performing work under this contract, the Contractor shall comply with all relevant federal, state, and local statues, ordinances, laws, and regulations. The Contractor shall ensure all drivers transporting trash or debris possess all license, certifications, and permits required by federal, state, and local laws for the vehicles operated and the materials transported. This includes commercial driver’s licenses (CDLs) when operating vehicles requiring a CDL under applicable regulations. The Contractor shall obtain and maintain all permits required for the hauling and disposal of solid waste. Copies of required permits shall be made available to the Government upon request.
