Page 1 of 19 Revised 1 March 21 Performance Based Statement of Work Vocational Training Courses Naval Consolidated Brig Miramar (NCBM) 1.0 Background/Introduction: The Naval Consolidated Brig Miramar (NCBM) requires support from an institution recognized by the California State Department of Education in providing vocational training to our incarcerated population. NCBM has identified the need for vocational training in a variety of areas that will aide its mission in equipping the prisoners with an employable skill to make them more marketable upon successful reentry into society. The institution must offer flexibility with a customized training program that has instructors and trainers within commuting distance that have demonstrated competency in adult learning and content expertise. Naval Consolidated Brig Miramar is required to have all vocational training provided by a qualified instructor from an institution of higher learning, using curriculum-based training tailored specifically to our incarcerated population, and providing documentation of completed labor hours, transferable continuing education units, and a nationally recognized certification upon successful completion of each course. 2.0 Scope: Naval Consolidated Brig Miramar is a Level II (male) and III (female) confinement facility. As such, it has continuing requirements to provide both academic and vocational curriculum-based training to prisoners on a routine basis. The courses identified herein must be recognized, certified, or licensed by the California State Department of Education. The educational institution (contractor) shall grant prisoner-students official documentation of completed labor hours, opportunity for enrollment in the institution upon release, and continuing education units (CEUs) that are transferrable to other educational institutions of higher learning. Additionally, upon successful execution of these courses, the contractor shall provide a nationally recognized certification for each vocational training course completed in accordance with the American Correction Association (ACA 5-ACI-7B-05), Secretary of the Navy Instruction (SECNAV M- 1640.1), and California Department of Education. Per additional ACA requirements, NCBM’s vocational education programs must be relevant to the vocational needs of prisoners and to employment opportunities in the community (ACA 5-ACI-7B-03). As such, the contractor shall be flexible in adapting their curriculum to the needs of the prisoner population. For this effort, NCBM will utilize community resources in developing vocational education programs for its prisoners (ACA 5-ACI-7B-04). 3.0 Tasks: The contractor shall perform the following task(s): 3.1 – Provide a single iteration of each vocational course to no more than 20 students. -- 1 of 19 -- Page 2 of 19 Revised 1 March 21 3.2 – Specific schedule will be generated upon contract award and must align with NCBM operational schedule and manning availability. (See paragraph 10.0 Work Week and Hours of Operation.) 3.3 – Vocational training courses required: BARBERING COURSE (Three Part Program): 1. Disinfection & Sanitation for Barbering/Cosmetology (Provided to Male and Female Students) 20 Hours Course Description: Prepare students to meet professional infection control standards while working safely within a correctional environment. Meets the CA 20-hour Disinfection and Sanitation requirement.
