GENERAL INTENT
In support of Naval Facilities Engineering System Command Europe Africa Central (NAVFAC EAC) - Public
Works Department (PWD), this Performance Work Statement (PWS) establishes requirements for the provision of
chemicals for Water Treatment Plants (WTPs), Swimming Pools, and Heating, Ventilation and Air Conditioning
(HVAC) Closed Loop System.
The Contractor shall provide all chemical products required to maintain proper water treatment standards for:
Water Treatment Plant located at U.S. Naval Support Activity (NSA), Capodichino, Naples;
Water Treatment Plant located at Carney Park, Via Campana, Pozzuoli (NA);
Swimming Pools located at U.S. Naval Support Activity (NSA), Capodichino, Naples;
Swimming Pools located at Carney Park, Pozzuoli, Naples;
HVAC, Boilers, Cooling Towers and septic tanks at various facilities within U.S. Naval Support
Activity, Capodichino, Naples.
1.0 SECTION I - SCOPE FOR WATER TREATMENT PLANTS
The Contractor shall provide all chemicals necessary to achieve the water treatment objectives required by this
contract.
The chemical products to be provided under this contract shall be used for water treatment at the facilities cited
above located at U.S. Naval Support Activity (NSA), Capodichino, Naples and Carney Park, Via Campana, Pozzuoli,
Naples, Italy.
The chemicals provided by the Contractor shall comply with all applicable standards and regulations for water
treatment chemicals and shall be compatible with the existing water treatment systems used by the U.S. Government.
1.1. GENERAL DESCRIPTION AND WORK LOCATION
The Contractor shall provide all chemical supplies, as specified in each Delivery Order, necessary for the
treatment of potable water at the specified WTPs.
The chemicals under this contract shall be delivered to the following facility: Building 459 (Water Treatment
Plant) located at the U.S. Naval Support Activity Capodichino, Naples.
The exact building/location and contact person will be provided with each Delivery Order placed against the
contract.
1.2. DETAILED SPECIFICATIONS
1.2.1. CONTRACTOR PROVIDED CHEMICALS AND PRODUCTS
The Contractor shall furnish all the documentation and certifications related to the drinking water
chemical treatment as per specifications listed below.
All chemicals purchased that will contact water for human consumption shall comply with National
Sanitation Foundation (NSF)/American National Standards Institute (ANSI) Standard 60-2023 "Drinking
Water Treatment Chemicals – Health Effects".

Contractor shall supply the following chemicals certified to meet the NSF/ANSI 60 standard
"Drinking Water Treatment Chemicals – Health Effects". NSF/ANSI 60 certification must be issued by an
ANSI accredited organization for certification to the NSF/ANSI 60 standard:
NSF/ANSI 60 - R.O. Antiscalant “Antincrostante per Osmosi Inversa”;
NSF/ANSI 60 - Sodium Hydroxide (30%) “Soda Caustica”;
NSF/ANSI 60 - Sodium Hypochlorite (12-18%) “Ipoclorito di Sodio”;
NSF/ANSI 60 - Hydrochloric Acid “Acido Cloridrico”;
NSF/ANSI 60 - Sodium Chloride (Softener Salt) “Sale per Addolcitore”.
The strength of Sodium Hypochlorite (NaOCl) on delivery shall be approximately 15%
weight/weight (w/w) Free Available Chlorine (FAC) with a maximum of 18% and minimum of 12%.
The strength of Sodium Hydroxide (NaOH) on delivery shall be approximately 35% (w/w) available
caustic soda with a maximum of 50% and minimum of 25%.
Contractor shall supply the following chemicals (reagents) certified to meet manufacturer's
specifications for each related equipment and to assure USEPA compliance:
NSF/ANSI 60 - R.O. Antiscalant “Antincrostante per Osmosi Inversa”;
NSF/ANSI 60 - Sodium Hydroxide (30%) “Soda Caustica”;
NSF/ANSI 60 - Sodium Hypochlorite (12-18%) “Ipoclorito di Sodio”;
NSF/ANSI 60 - Hydrochloric Acid “Acido Cloridrico”;
NSF/ANSI 60 - Sodium Chloride (Softener Salt) “Sale per Addolcitore”.
All deliveries shall document the manufacturer, the dates of manufacture, and the supplier, and a
certificate of compliance with NSF/ANSI 60 Standard.
All deliveries shall document the original chemical manufacturer (i.e. manufacturer in which some
process is used to produce a drinking water treatment chemical). In addition to the NSF Mark, the following
is required on the product packaging or bulk shipping documents:
Company Name;
Production location;
Trade designation/model;
Lot number code and date of manufacturer;
Chemical name;
Net Weight or Volume;
Maximum Use Level;
Certificate of compliance with NSF/ANSI 60 standard "Drinking Water Treatment
Chemicals – Health Effects".
Contractor shall initially, and annually thereafter, independently verify the compliance with
NSF/ANSI 60 "Drinking Water Treatment Chemicals – Health Effects" standard for each and every supplier
and original chemical manufacturer utilized for supply of sodium hypochlorite, sodium hydroxide, sodium
chloride and R.O. antiscalant.
Product samples may be requested for evaluation before approval.

1.2.2. CHEMICAL DELIVERY
Delivery of the drinking water treatment chemicals shall be made directly to Building 459 Water
Treatment Plant (WTP), Naval Facilities Engineering System Command (NAVFAC) Public Works Naples,
Production Division, Utilities and Energy Management branch (UEM), Capodichino, Naples.
Delivery shall be maximum seven (7) working days from the date a delivery order is issued.
Working days include weekdays (Monday through Friday) with the exception of United States and Italian
holidays. If the seventh working day from order placement falls on a non-working day (weekend or holiday),
the delivery date shall be the next working day. This delivery requirement applies to all products ordered
under this contract.
On the date of expected arrival of the drinking water treatment chemicals, the transporter's driver
shall call the appropriate Government Technical Point-of-Contact (TPOC) stating an estimated tim…
