Statement of Work for Navigational Database (NavDB) PR FD2060-26-31045 02 Apr 2026 1.0 Purpose: This acquisition aims to secure subscriptions and licensing services critical to the C- 130J mission, supporting various US Government agencies. The Government requires comprehensive subscription/licensing services for developing, planning, and implementing integrated navigational database solutions. This includes sustaining support for the C-130J and simulators through: • Navigational Database (NDB) Subscriptions • NDB Explorer Tool (Export Feature) Updates • Field-loadable Chute Database Updates • Field-loadable Magnetic Variation (MagVar) Database (DB) Updates from GE Aviation Systems (GEAS). These services cover current subscriptions for the C-130J Flight Management System (FMS) Block 8.1 Retrofit and subsequent block cycle changes. The program office may also require future database upgrades. The Contractor shall analyze and resolve any technical, operational, integration, testing, and logistical issues. 2.0 Scope of Work: • 2.1 Navigational Database: • Data Sources: National Geospatial-Intelligence Agency (NGA) DAFIF 8.1 (Refueling Tracks) and Jeppesen ARINC 424 (all other records). • Delivery: Subscriptions delivered every 28 calendar days for 13 cycles annually. • Availability: Subscriptions available seven (7) calendar days before the next Aeronautical Information Regulation and Control (AIRAC) cycle. • Access: Customer access to designated contractor network location for download. • Schedule: Provide cycle schedule annually with database sources and descriptions. • 2.2 Navigational Database Explorer and Export Tool: • Functionality: Update the Explorer Tool Export feature to support up to ten (10) computer licenses. • Notification: Notify Government prior to the start of the update and subsequent updates with noted details and schedule. • Access: Customer access to designated contractor network location for download. -- 1 of 3 -- • Schedule: Provide cycle schedule annually with database sources and descriptions. • 2.3 Chute Database: • Data Source: Government-provided chute information. • Notification: Notify Government prior to the start of the update and subsequent updates with noted details and schedule. • Access: Customer access to designated contractor network location for download. • Completion Notification: Notify Government upon completion. • Schedule: Provide cycle schedule annually with database sources and descriptions. • 2.4 Magnetic Variation (MagVar) Database: • Data Source: Air Transportability Test Loading Activity (ATTLA)-provided data. • Notification: Notify Government prior to the start of the update and subsequent updates with noted details and schedule. • Access: Customer access to designated contractor network location for download. • Completion Notification: Notify Government upon completion. • Schedule: Provide cycle schedule annually with database sources and descriptions. • 2.5 Configuration Control: • Requirements: Ensure no configuration or system interface conflicts. • Notification: Immediately notify Government of the issue with a mitigation plan. • Engineering Change Proposal (ECP): Submit for potential future conflicts. • 2.6 Technical Support: • Support: Provide technical support for NavDB during platform installation (telecoms/meetings). • Analysis: Review and analyze failures and faults reported by field users and simulators. 3.0 Place of Performance: Contractor and subcontractor facilities. 4.0 Period of Performance (PoP): 12-month base period and four 12-month option periods. 5.0 Contract Type: Firm Fixed Price. 6.0 Payment: Quarterly. The Contractor shall submit/process payment requests/acceptance documents via Wide Area Workflow (WAWF) with FA8504. 7.0 General Information: • Mission Essential: Services are non-mission essential. -- 2 of 3 -- • Security: Comply with security regulations (DoDD 5205.02E, DoD Manual 5205.02, DoD 5220.22-M). No security clearances expected. Notify Government Security Office of security incidents/violations. • Environmental Management System (EMS): Not applicable. • Agency Affirmative Procurement Programs: Not applicable. • Trafficking in Persons: Comply with FAR 52.222.50. 8.0 Safety Requirements: • Contractor Compliance: Comply with Public Law 91-596, DoDD 4715.1E. • Mishap Notification/Investigation: Report mishaps, notify Safety Office and PCO, and cooperate with investigations. • Inspection: Government reserves the right to inspect performance. • Service Contract Reporting: Provide annual personnel count (if DoD is the requiring activity and if the acquisition is in excess of $3,000,000.00.) and report labor hours in SAM.gov. • Quality Control: Ensure service quality through a Contractor-maintained quality/inspection system. 9.0 Appendices: Standard Title of Standard Date of Publication DoD 5220.22-M National Industrial Security Program Operating Manual (NISPOM).
