Section C - Description/Specifications/Statement of Work As of 27 JUL 2026 NETSAFA INTERNATIONAL TRAINING CENTER PERFORMANCE WORK STATEMENT The Naval Education and Training Security Assistance Field Activity (NETSAFA) requires a task order to provide training and education to international students. The training will be provided at NETSAFA International Training Center (ITC) buildings located on NAS Pensacola and NAS Whiting Field, FL. The objective of this requirement is to provide training support to our international partners. The required service provides training support to over 185 countries. INTRO The following paragraphs provide a description of work for the task order. The specific level of effort will be driven by the number of positions authorized under the task order and the amount of funding available on the task order. The contractor shall perform all services and provide all deliverables described both within this Performance Work Statement and elsewhere in the task order in a manner that is timely, accurate, and complete. The contractor shall work proactively to 1) address and correct any performance issues identified by the customer and/or Contracting Officer’s Representative (COR) and 2) correct any errors in task order deliverables. NETSAFA INTERNATIONAL TRAINING CENTER SUPPORT GENERAL The Naval Education and Training Security Assistance Field Activity (NETSAFA) supports international training in all warfare areas and at all levels of training for foreign countries participating in the Security Assistance Cooperation Education Training Program (SCETP) / Security Assistance Training Program (SATP). NETSAFA has international training sites located at Naval Air Station Pensacola, Florida and Naval Air Station Whiting Field, Milton, Florida. All the training sites are currently operational with computer training facilities, classrooms, established curricula, and equipment needed to teach courses. NETSAFA requires a contractor to provide educational and training services, engineering and technical services, logistics, administration, management assistance, and consulting and facilitation services. The contractor will be required to periodically perform these services in various locations in the U.S. and may be required to perform these services in foreign countries. If support is needed in a foreign country, the contractor may be required to support foreign governments with formal and informal schools and courses, mobile training teams, and mobile education teams under the auspices of the Security Cooperation Education Training Program (SCETP) /Security Assistance Training Program (SATP). The training and other services required by this Performance Work Statement (PWS) are currently centered in four major areas: General Training Programs, Aviation Training Programs, Mobile Training Teams (MTT'S), and Mobile Education Teams (MET's). Additionally, support will be required to meet emerging requirements in support of the SCETP/SATP. Typical assignments within these areas are noted in the following sections. NETSAFA International Training Center is funded by multiple sources to include FMS, FMF, BPC, and IMET. PLACE OF PERFORMANCE: The expected place of performance is as follows: Government Sites – 100% The primary places of performance will be at the NETSAFA international training sites located at Naval Air Station Pensacola, Florida and Naval Air station Whiting Field, Milton, Florida. The contractor may also be required to temporarily perform at various other locations in the United States for capstone courses and OCONUS for MTT requirements. All temporary assigned duty locations must be approved by the COR prior to execution. *NOTE: The contractor may be required to temporarily perform outside of the United States. The contractor is responsible for ascertaining and complying with, for all countries where performance is required, the precise rules and regulations, limitations, documentation requirements, and restrictions that apply, including but not limited to applicable international agreements (i.e., Status of Forces Agreement, any supplements thereto, etc.) and cultural standards. PERIOD OF PERFORMANCE: The resultant task order will consist of the following 12-month base period and two 12-month option periods and one 6-month option in accordance with FAR 52.217-8: Base -- 1 March 2027 through 28 February 2028 OY1 -- 1 March 2028 through 28 February 2029 OY2 -- 1 March 2029 through 28 February 2030 OY3 – 1 March 2031 through 31 August 2031 (FAR 52.217-8) NOTE: The duration of the base period will be 12 months from 1 March 2027 or the base period performance start date in the task order award, whichever is earlier. Each subsequent option period pursuant to FAR 52.217-9, if exercised, will be the 12-month period following the last day of the previous performance period, and 6-month option pursuant to FAR 52.217-8. SPECIFIC REQUIREMENTS For each of the major training categories listed above, the contractor shall provide the following services associated with international requirements of the United States and the foreign countries participating in the SCETP/SAT. Educational and Training services Training Implementation Technical Services Logistics Support Management Assistance, Consulting and Facilitation Services Training Liaison Subject Matter Experts Administration and Transportation Support Services, NETSAFA International Training Site Services Various Training and Curriculum Development Unique Services The paragraphs below provide more information regarding each of these services.
