This is a combined synopsis/solicitation for the UTES, North Dakota National Guard, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W901UZ26Q9564, is issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 effective 13 March 2026. This requirement is Small Business Set Aside. NAICS code 333414, Heating Equipment (except Warm Air Furnaces) Manufacturing. The provisions at 52.212-1, Instructions to Offerors, 52.212-2, Evaluation-Commercial Items, along with clauses 52.212-4 Contract Terms and Conditions and 52.222-90 Addressing DEI Discrimination by Federal Contractors. The Government will award to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government (price, shipping, technical capability, and other factors considered). The following factors for the Best Value Trade Off will be used to evaluate offers: price, technical capability, delivery time to include transportation costs and warranty. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Technical quote submitted indicating how your company shall meet or exceed all of the portable diesel-fired heater requirements as set forth within the Product Description. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Offerors may use the attached RFQ to submit their offer, or you may use you preferred documents. All offerors must be registered in System for Award Management (SAM) and Wide Area Workflow (WAWF).
