Description

ENVIRONMENTAL ARCHITECT-ENGINEER SERVICES 1. GENERAL INFORMATION: The Architect-Engineer (A-E), as an independent contractor and not as an agent of the Government, shall, in accordance with the terms and conditions more particularly set forth below, provide professional and non-professional support services for projects assigned to the US Army Garrison Bavaria (USAG Bavaria) and Army Environmental Command (AEC). The A-E shall furnish the required personnel, management, facilities, supplies, equipment, instruments, and transportation, materials (other than those to be furnished by the Government as hereinafter provided or in individual task orders), and other items and services as necessary to accomplish the required services and furnish to the Government reports and other data together with supporting material developed during the period of service. During prosecution of the work, the A-E shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and timely progress of the work. The general A-E services will be primarily for the Europe District; however other US agencies may utilize the contract. 2. LOCATION OF THE WORK: A-E Service will be performed for the U.S. Army Corps of Engineers (USACE), Europe District for projects in the Area of Responsibility (AOR) of the AEC and USAG Bavaria, for locations in Grafenwöhr, Vilseck, Hohenfels, Freihoelser Forst, Amberg, Garmisch and surrounding communities, however, some services may be performed for projects anywhere within the US EUCOM area of operation and responsibility. 3. GENERAL SCOPE OF WORK: A. The main purpose of this procurement is to provide environmental engineering services to the USACE for the execution of various U.S. military and environmental programs. Services will be called to support the development of the military installations e.g. by providing various environmental data needed for the design, planning and permitting process of construction projects. This general Scope of Work (SOW) provides a basic description for the efforts under this contract which primarily will be used for accomplishing the environmental engineering services listed below: o Environmental-related studies, such as  Geological and hydrogeological studies,  Corrective action plans and projects for soil and groundwater contamination  Groundwater Monitoring for corrective action plans for contaminated site cleanup projects  Threatened and Endangered Species surveys in support of construction projects (planning, permitting) o Design of Environmental projects, such as sanitation landfills, and contaminated site clean up o Design for Sanitary landfill rehabilitation projects and construction supervision o Erosion control designs and studies o Natural and Cultural Resource Studies in support of construction projects (planning, permitting) o Demolition design, including destructive testing and analysis o Construction Supervision and evaluation of excavation methods and related contaminated soil disposal management o Asbestos surveys and abatement design (sampling and analysis for lung penetrating fibers in building insulation materials, including removal design) -- 1 of 9 -- o Geographic Information Systems (GIS): Development and update of data layers in support of construction projects and installation planning o Design of projects for repair, rehabilitation, maintenance, or new construction o Engineering and feasibility studies for real property o Site investigations and surveys related to real property o Structural investigations related to real property o Construction supervision and inspection B. Though not specifically identified otherwise, the work may also include site surveys; work plans; quality control and quality assurance plans; health and safety plans; sampling and analytical testing for soil borings, well installation and groundwater, surface water, sediment, air monitoring and any other field work to obtain data for engineering analysis to support real property; environmental site surveys and topographic surveys; environmental consultation; environmental claims support; training; pilot studies; cultural and natural resource services; petroleum site assessments; planning level surveys; supporting GIS, aerial photogrammetry, and satellite imagery; disposal of investigative derived waste associated with real property. C. The Contractor may also be called upon to execute A-E efforts covered under the Army's four environmental pillars which are compliance, pollution prevention, conservation and restoration. Some of the additional environmental projects which the Contractor could be required to perform include hazardous materials and hazardous waste surveys; management plans; studies on specific hazardous materials (radon, asbestos, lead, PCBs and dioxin); and noise reduction studies. The range of work potentially required by this contract is not limited to the environmental activities noted above. D. Actual work to be performed by the Contractor will be requested under individual task orders (TO). A project-specific schedule of services will accompany each individual TO to meet the special site and problem requirements of the USAG Bavaria, AEC or the Europe District. E. The Contractor may be called on to perform all or part of the services described herein and as more specifically identified in the individual TO. It should be noted that, (1) not all services that could be ordered under this contract to execute the Army's four environmental pillars are described herein and, (2) where example schedules of services are shown, requirements of individual TO's may deviate in certain details from these general scopes. F. Information on Typical Task Orders. TOs may cover the entire gamut of general and/or environmental services.
