Purpose: This Statement of Objectives (SOO) defines the requirement for the rapid and innovative development, production, and fielding of next generation Munitions Materiel Handling Equipment (MMHE) through a 10-year Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC). This critical requirement for the Aircraft Generation (AG) Branch (AFLCMC/ROZ) under Program Executive Office (PEO) Combat Readiness (RO) of the Air Force Life Cycle Management Center (AFLCMC) is aimed at modernizing the end-to-end life cycle support for MMHE. The supported aircraft platforms include, but are not limited to fighter, bomber, cargo/airlift, tanker, and un-manned aircraft. MMHE refers to the specialized tools, vehicles, and hardware used to safely transport, store, load and assisting the buildup of various armaments both nuclear and conventional. MMHE can be transported by air vehicles; however, it is not utilized while in the air. II. Scope: The overall scope of this SOO is to establish the requirements for the NGAME IDIQ MAC to include, but not be limited to the following overarching MMHE focus area categories to meet the end mission of transporting, loading/lifting armaments and buildup of munitions: 1) Demonstrated production of MMHE with the capability to transport, load, unload, or assist buildup of various armament in different weight class at various heights on aircraft. 2) Demonstrated capabilities to transport various armaments (bombs, missiles, external stores) of varying weight over smooth or rough terrain. 3) Demonstrated capability of Design/Development/Integration/Test/Production of MMHE (e.g., ammunition loaders, transport trailers, handling units, jammers, etc). 4) Demonstrated capability of using Digital Engineering/Model-Based Systems Engineering (MBSE) and there tools. 5) Demonstrated experience of innovating and modernizing MMHE. 6) Demonstrated experience in providing technical orders, maintenance/material manuals, training material, and/or operation manuals. The intent of this MAC is to allow rapid fund execution for designing, developing, testing, and implementing new solutions. This MAC is not intended for long-term sustainment, complete/full production runs, or build to print type acquisitions. Further, the Delivery Orders will not contain Interim Contractor Support (ICS), Contractor Logistics Support (CLS), or Advisory and Assistance Services (A&AS) support. III. Execution: -- 2 of 4 -- 3 NGAME Multiple Award Contract Statement of Objectives Each individual delivery order will have its own established performance period based on the requirement, as well as supporting requirements documentation (Statement of Work, Purchase Description, etc. as applicable), Contract Line-Item Numbers (CLINs), and Contract Data Requirements Lists (CDRLs). The NGAME Ordering Guide provides procedures for ordering and administration. The contract terms are identified and explained in this ordering guide to facilitate the purchasing process. This MAC Indefinite Delivery Indefinite Quantity (IDIQ) Program serves to foster competition and give teams maximum flexibility to rapidly modernize the next generation of MMHE, allowing the Aircraft Generation Branch to keep pace with current and future technologies and trends for an ever-evolving weapons systems portfolio. IV. Objectives: 1) Design and develop MMHE that can transport load, unload, or assist buildup of armament of different weight classes. 2) Integrate and test hardware and software into new or existing MMHE. 3) Incorporate digital acquisition and sustainment practices to support Digital Materiel Management (DMM), which includes Digital Engineering (DE), Model Based Systems Engineering (MBSE), Agile Software, and Open System Architecture (OSA). 4) Design and develop innovative, modernized MMHE that incorporates advanced technology and open systems architecture to enable rapid, affordable future capability expansion 5) Enable Rapid and streamlined fielding of next generation MMHE. 6) Develop operation manuals, material/maintenance manuals, training material, and technical orders. V. Special Areas of Interest: 1) Use of agile enabling processes, such as DE and OSA, to accelerate acquisition and provide the capability to munitions and weapons system customers faster. 2) Explore and develop new technologies that support and enhance systems, allowing for rapid integration on both legacy and new platforms. This includes: i. Initiatives for the rapid execution of innovative, emerging capabilities, especially those that enhance safety and system reliability. ii. Proving new technologies and products through methods such as rapid prototyping, modeling & simulation, and demonstration/test events. 3) Program Management support, inherent to the end item deliverables, to include but not limited to: i. Cost, Schedule, and Performance Control ii. Program Management Reviews (PMRs); i.e., quarterly -- 3 of 4 -- 4 NGAME Multiple Award Contract Statement of Objectives iii.
