Questions & Answers for Solicitation W91CRB-26-Q-5006, NVD Accessories IDIQ Is training annual or a 1-time commitment?  Answer: Each training would be a 1-time commitment. Any time a vendor is awarded a delivery order that requests training, they complete the training. Do you allow teaming agreements with our preferred training vendor (also a small business) ? Answer: Yes, that is allowed. I didn’t see a SOW in the documents. Is the description in the body of the webpage the SOW?  Answer: The PWS is attached to this solicitation. There is no SOW for this requirement. Is CMMC level 2 required for all partners (sub-prime) on the bid or just the prime?  Answer: Under the 32 CFR Part 170 final rule, prime contractors are responsible for flowing down CMMC requirements to subcontractors based on data exposure. See DFARS 252.204-7021 Contractor Compliance With the Cybersecurity Maturity Model Certification Level Requirements. We noticed the solicitation requirement stating that offerors must provide the CMMC Unique Identifier (CMMC UID) issued through SPRS for each contractor information system that will process, store, or transmit FCI or CUI, and that failure to provide the UID and confirmation of CMMC Level 2 (Self) with the quotation will result in ineligibility for award. Given these circumstances, would the Government still consider an offer from our company if we submit a quotation prior to obtaining the CMMC UID, with the understanding that the requirement is expected to be fulfilled before contract performance? Or is possession of the CMMC UID and Level 2 (Self) status at the time of quote submission an absolute prerequisite for consideration and award? Answer: All vendors must provide provide the CMMC UID and confirmation of CMMC Level 2 (Self) in their proposal to be eligible for award. This is required IAW DFARS 252.204-7021 Contractor Compliance With the Cybersecurity Maturity Model Certification Level Requirements. We received questions below, asking if the Class should be corrected to Class B for the below items where the Objective Lens Assembly is listed: 3.1.3.3.1.b       AVS-6 type (SPH-4B, HGU-56P, SPH-5, Retro-fitted with QD visor shields, Objective Lens Assembly Class B) Commercial Equivalent Standard Accessories Kit. Each Standard Accessories Kit shall include one (1) each of the following items: Head/Helmet Mount Objective Lens Assembly (Qty 2 Class C)  Should this be Class B? Lens Paper    Lens Caps (Qty 2 Eye Piece Qty 2 Objective Lens) Neck Cord Soft Carrying case Hard Sided Shipping/Storage Case Set of commercial Batteries (Alkaline) Operators Manual (Commercial Exportable) 3.1.3.3.1.d      AVS-6 type (HGU-67/P and HGU-84/P, Retro-fitted with QD visor shields, Objective Lens Assembly Class B) Commercial Equivalent Standard Accessories Kit. Each Standard Accessories Kit shall include one (1) each of the following items: Head/Helmet Mount Objective Lens Assembly (Qty 2 Class C)  Should this be Class B? Lens Paper Lens Caps (Qty 2 Eye Piece Qty 2 Objective Lens) Neck Cord Soft Carrying case Hard Sided Shipping/Storage Case Set of commercial Batteries (Alkaline) Operators Manual (Commercial Exportable) 3.1.3.3.1.f       AVS-6 type (SPH-5CG, Retro-fitted with QD visor shields, Objective Lens Assembly Class B) Commercial Equivalent Standard Accessories Kit. Each Standard Accessories Kit shall include one (1) each of the following items: Head/Helmet Mount Objective Lens Assembly (Qty 2 Class C) Should this be Class B? Lens Paper Lens Caps (Qty 2 Eye Piece Qty 2 Objective Lens) Neck Cord Soft Carrying case Hard Sided Shipping/Storage Case Set of commercial Batteries (Alkaline) Operators Manual (Commercial Exportable) Answer: The class listed for the Objective Lens Assembly for the above listed items has been corrected to be Class B on the updated PWS located in the attachments section of this solicitation. Can you please extend the proposal deadline by two weeks? Answer: We have extended the proposal deadline to 5:00PM EST U.S. on Monday, 15 June 2026. The proposal deadline cannot be extended further. Please specify the countries and the countries case codes XX-B-XXX, Country: Multiple. Answer: Any country that uses Foreign Military Sales may purchase NVD accessories using this contract. We do not have the country information or case codes to provide at this time. The country and case code will be provided in the request for proposals for each delivery order. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? Answer: This is not a new contract. The contract numbers for the prior multiple award IDIQ are W91CRB21D5000, W91CRB21D5001, and W91CRB21D5002. I have questions on the below: AVS-6 type type (SPH-4B, HGU-56P, SPH-5, Retro-fitted with QD visor shields, Objective Lens Assembly Class B) Commercial Equivalent Standard Accessories Kit. Each Standard Accessories Kit shall include one (1) each of the following items: Head/Helmet Mount Objective Lens Assembly (Qty 2 Class C) Lens Paper                                                                       Lens Caps (Qty 2 Eye Piece Qty 2 Objective Lens) Neck Cord Soft Carrying case Hard Sided Shipping/Storage Case Set of commercial Batteries (Alkaline) Operators Manual (Commercial Exportable)   My Questions: Are they saying that these are the helmets they have currently and need the Head/Helmet mount to work with their existing helmets? Is it possible to get a desired product SKU for each of the Head/Helmet mounts?   OR   Are the helmets already retrofitted with QD visor shields? If so is the that information available.   Answer: The PWS is written such that the requirement is for NVG helmet mounts that are compatible with the listed helmet types that already
