Performance Work Statement (PWS)
for
Leasing and Rental of Non-Tactical Vehicles (NTV) Leasing Support
SECTION I: DESCRIPTION OF SERVICES
1.0 General
1.1 Description of Services/Introduction. 2d Marine Expeditionary Force (MEF) has recurring requirements for the lease and rental of Non-Tactical Vehicles (NTVs). The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Contractor that can provide all requested leasing and rental of NTVs in accordance with this Performance Work Statement.
1.2 Scope of Work and Objective. The Contractor shall furnish all labor, supervision, tools, materials, vehicles, equipment, transportation, and other items and services necessary to meet the performance requirements outlined in this PWS and as requested in each task order. The Contractor shall comply with all applicable publications referenced within this PWS, as well as all local, state, and Federal laws and regulations during the performance of this contract.
1.3 Ordering Period. The ordering period for this IDIQ contract shall be for three (3) years.
2.0 Place of Performance. The Contractor shall perform all services necessary to meet the performance requirements outlined in this PWS in the United States European Command (EUCOM) Area of Operation/Responsibility which includes but is not limited to: Norway, Finland, Sweeden, Latvia, Lithuania, Italy, Spain, and Estonia. Specific locations will be identified with a ten-digit grid at the task order level.
3.0 Technical Requirements (Description of Work / Tasks)
3.1 Tasks: In performance of this requirement:
The Contractor shall provide vehicles that have been properly maintained and serviced. If a vehicle does not meet the requirements of this contract as determined by the representative of the requiring activities, the U.S. Government shall have the right to reject the vehicle for service performance. The Contractor shall ensure that each vehicle is jointly inspected using Attachment 1 upon delivery of the vehicle at the beginning and returned at the end of the lease period by the contractor and an authorized representative of the U.S. Government. The U.S. Government shall not consider any claim for damage to a vehicle that has not been inspected.
If a vehicle is not operable when required under this contract, the Contractor shall provide, at no additional expense to the U.S. Government, a replacement vehicle within twenty-four (24) hours that complies in all respects with this contract.
The Contractor shall furnish air-conditioned vehicle not more than five (5) years old, in good order and condition and otherwise in full compliance with best commercial practices and local laws and regulations from which the country or region the vehicle is leased in. They shall be equipped with front and back seat belts, an emergency triangle, spare tire, jack, and complete set of tools for changing a flat tire, as well as any other equipment required by local authorities. Upon initial lease, the gasoline tank shall be full.
The Contractor shall provide vehicles that have been properly maintained and serviced, including all motor oils, lubricants, antifreeze, coolants, and other fluids such as windshield washer fluid.
The Contractor shall be responsible for conducting all emergency repairs and services required for leased vehicles.
The Contractor shall provide Global Positioning System (GPS) unit installed in vehicle as standalone unit/device or as integral to the vehicle. GPS unit shall be loaded with up-to-date maps of the local area.
Should any vehicle break down while in the U.S. Government’s possession, the Contractor shall replace it with another vehicle of the same kind within twenty-four (24) hours after the breakdown is reported. The replacement shall take place either at the point of breakdown or at the Contractor’s office closest to that point; whichever is more convenient for the U.S. Government.
The U.S. Government shall not be liable for loss or damage to rented vehicles in any amount regardless of the cost, except where the loss or damage is caused by the willful and wanton misconduct of a U.S. Government employee.
The Contractor shall provide and maintain at its expense, all vehicle operator’s insurance required by the law of the country in which the vehicle is to be operated. All necessary insurance certificates shall be provided with the leased vehicle. Such insurance shall include all coverage required by law for bodily injury, collision, and property damage liability. Contractor shall be liable for, and shall indemnify and hold harmless the U.S. Government, its agents, and its employees, against all actions or claims for loss of or damage to property or the injury or death of persons, within the required policy limits, arising out of or in connection with the lease or use by the U.S. Government, its agents or its employees of any vehicle under this contract.
Unit price for CLINs 0001 (AA, AB, AC), 0002 (AA, AB, AC), 0003 (AA, AB, AC) shall be inclusive of all vehicle access to the place of performance, delivery and pickup, all mileage, all necessary tolls, parking fees, and all other operating expenses.
The Contractor shall maintain a 24/7 helpline and appoint a representative that may be contacted by U.S. Government personnel for emergency assistance.
3.2 CLIN0001: Sports Utility Vehicle (SUVs). The Contractor shall provide lease of SUV that have been properly maintained and serviced. Minimum acceptable specifications are:
Carry no less than five (5) people
Transmission: Automatic or manual, with a preference for automatic
Fuel: Gasoline or Diesel
Global Positioning System (GPS) installed in vehicle as standalone unit/device or integral to vehicle included with English language option
Climate controlled heating and A/C with a range of at least 21 degrees Celsius to 27 degrees Celsius or 70 degrees Fahrenheit to 80 degrees Fahrenheit.
