1.2 PROJECT INFORMATION
A. Project Identification: North Mills River Campground Reconstruction and Culvert Replacement
Project
B. Project Location: North Mills River Recreation Area, 5289 N Mills River Rd, Mills River, NC

1.3 SUMMARY OF WORK
A. The Work of Project is defined by the Contract Documents and consists of:
1. Reconstruction of the Day Use Parking Area including construction of a new accessible,
concrete fishing landing area
2. Reconstruction of existing Day Use Picnic Area
3. Reconstruction of all camping areas within the Roadside Loop, including electrification of
new sites
4. Construction of a new 8-unit bathhouse within the Roadside Loop
5. Reconstruction of all camping areas within the Main Loop
6. Improvements to the potable water and sewer system throughout the campground,
including construction of a new lift station
7. Electrical system upgrades and replacements throughout the recreation area
8. Repairs to various existing buildings throughout the recreation area
9. Replacement of all signs throughout the recreation area
10. Replacement of two (2) culverts in the vicinity of the Campground, per the separate plans,
schedule of items, and specifications.

1.4 PRE-BID SITE VISIT
A. A non-mandatory pre-bid site visit will be scheduled at the time of solicitation to facilitate the
Offeror’s understanding of the work. The Contractor is urged and expected to inspect the site
where work is to be performed and to satisfy themselves regarding all general and local
conditions that may affect the cost of contract performance, to the extent that the information is
reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim
after contract award. Contact the Contracting Officer (CO) to indicate if you will be attending
the site visit at least 24 hours before the scheduled visit. If no offerors intend to attend the site
visit, it will be canceled. Formal questions about the project will be accepted up to 7 business
days after the scheduled visit and must be directed to the CO. Responses will be provided to all
potential offerors within 3 business days after.
1.5 CONSTRUCTION SCHEDULE
A. The period of performance shall be 270 calendar days from issuance of Notice to Proceed. By
submitting a response to this Request for Quotations (RFQ), the offeror is affirming their
capability to accomplish the work stated within this Statement of Work and associated
attachments within this stated period. If the Offeror believes the work included in this Statement
of Work cannot be accomplished within this period of performance, they should submit a
statement explaining to the CO their reasons and justifications for a different period of
performance and identify what that performance period would be as it relates to their proposal.
B. Following award and 10 days prior to starting construction, the contractor shall submit a proposed
schedule of work for the project construction to the C.O. for approval.
