STATEMENT OF WORK TITLE OF PROJECT: USCG MSRTW PMOT High Angle And Mountain Terrain Range Training Hat Creek Training 1. General Information Hat Creek Training is a premier long-range training facility for high angle and mountain terrain shooting. Utilized by US Special Operations Command (SOCOM) as the primary training venue for long-range, high wind, and high angle engagements, Hat Creek provides a training venue unlike any available locally. This will provide PMOT with significant training and capabilities in a widened range of environments that MSRT-West PMOT operates in, as recommended by PM TTP. Training for long-range, precision fire engagements in multiple environmental and terrain features is highly recommended. 2. Scope of Work Hat Creek offers the below specific training values MSRTW is in search of: • The ability for High Angle (Above 25 degrees upward and downward arcs of fire) long-range engagement. • Mountain Terrain (more than 1800ft of elevation change on-site). • Track and robotic mover system. • Nighttime and thermal capable static and moving target systems. • High/variable wind conditions (specifically with up and down drafts exceeding 12- 16MPH). • Similar geographic/environmental challenges to MSRTW’s assigned Area Of Operations (AOR), including mountain terrains similar to Alaska and the SW Border. Hat Creek Training is the only facility capable of supporting the required training on the shortened timeline for the remainder of the FY. Hat Creek is the only facilities capable of performing extended range night shoots and mover engagements safely and effectively in mountainous terrain. This will provide MSRT-W PMOT with an increased capability in the various AORs PMOT deploy and operate in, including critical public venue overwatch missions (e.g., FIFA World Cup 2026, 2028 Olympic games) from rooftop and highly elevated positions. Training with SOCOM partners is not feasible at this time at any other facility; MSRTW PM’s will be sharing the range with SOCOM snipers during this week of cross-training. This will allow for further heightened relationships with SOCOM partners they are directly deployed with and in support of. -- 1 of 2 -- 3. Facility Requirements 3.1 Internal Space Requirements • Dedicated classroom or briefing/debriefing space sufficient for MSRTW operators to conduct daily range safety briefs, debriefs, and instructional blocks. • Secure storage areas for sensitive equipment and weapon systems for the duration of the 5-day course. • Sufficient lodging and meals on site. 3.2 Operational & Crew Requirements • Range availability for a comprehensive 5-day training course. • Exclusive or coordinated access to mountainous terrain ranges offering over 1,800 feet of elevation change. • Targetry infrastructure capable of supporting extreme long-range engagements, advanced ballistics, and cross-cannon engagements. • Availability of track and robotic moving targets positioned in complex, high-angle environments. • Clear integration protocols to safely conduct coordinated range operations and cross- training directly alongside SOCOM personnel. • Facilities to safely conduct low light / no light and thermal target engagements at extended ranges. -- 2 of 2 --
