Stacy, robert.stacy.2@us.af.mil, 413-557-2134 1.0 Description of Requirement The 439th Contracting Flight at Westover Air Reserve Base (ARB), MA, intends to award a firm-fixed-price, sole-source contract to Alertus Technologies, LLC (CAGE Code: 51EM3) for the comprehensive maintenance, support, and software licensing of the installation's existing Alertus High-Power Speaker Array (HPSA) Giant Voice Mass Notification System (MNS). The requirement consists of: Base Year: Full on-site maintenance covering six (6) Alertus HPSA towers, including one (1) annual NFPA 72 compliant inspection, two (2) bi-annual maintenance visits, emergency/unscheduled support, an extended hardware warranty, and 24/7 technical support. Option Years (1-4): Provision of the Alertus "Licensing and Support Agreement (ENS)," which includes the mandatory annual software/firmware license renewal and remote technical support required to keep the proprietary system operational. Full on-site maintenance covering six (6) Alertus HPSA towers, including one (1) annual NFPA 72 compliant inspection, two (2) bi-annual maintenance visits, emergency/unscheduled support, an extended hardware warranty, and 24/7 technical support. 2.0 Justification for Sole Source The current mass notification system at Westover ARB is proprietary to Alertus Technologies, LLC. The hardware, firmware, and operating software were designed and are owned exclusively by the Original Equipment Manufacturer (OEM). To maintain operational integrity and comply with Air Force emergency notification mandates (AFMAN 10-207), the system requires proprietary diagnostic tools, parts, and software license renewals that only Alertus can provide. Alertus does not utilize third-party aggregators or authorized resellers for these specialized OEM services. This is being issued under the authority of the Revolutionary FAR Overhaul Regulations governing Requests for Offer (RFO) , as well as applicable R-DFARS procedures for Exceptions to Fair Opportunity and Limited Sources. The regulatory overhaul permits direct solicitation when only one source or awardee is capable of providing highly specialized, proprietary supplies or services at the required level of quality. Use of an unauthorized third-party maintainer would void system warranties, compromise system security, and lead to system failure due to the inability to secure mandatory software license updates. 3.0 Notice to Potential Offerors In accordance with the transparency principles of the Revolutionary FAR Overhaul, this notice of intent is not a request for competitive proposals or quotes. A formal competitive solicitation will not be issued. However, the government will consider responses from any responsible sources who believe they can meet this requirement. Interested firms must submit a Capability Statement (no more than 3 pages) demonstrating their ability to satisfy this requirement. Responses must include: Company Profile: Company Name, Address, CAGE Code, UEI, and Socio-Economic Status under NAICS 334290. Include your active overarching contract vehicle or schedule number, if applicable. Licensing Certification: Explicit proof of authorization from Alertus Technologies, LLC to legally provide, install, and renew proprietary Alertus ENS software and firmware licenses. OEM Parts Access: Written confirmation of direct access to proprietary OEM-certified Alertus replacement parts and diagnostic software. 4.0 Submission Instructions Responses must be received no later than 12:00pm EST on June 19, 2026 . Capability packages must be submitted via email to the Primary and Secondary Points of Contact listed above. A determination by the government not to compete this proposed RFO based upon responses to this notice is solely within the discretion of the government.
