STATEMENT OF WORK (SOW) Commercial Cable Television and Broadband Internet ServicesCommander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC) 1.0 INTRODUCTION AND SCOPE The objective of this procurement is to acquire continuous commercial cable television (CATV) and broadband internet modem services for Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC) located at Naval Amphibious Base (NAB) Coronado, Buildings 11 and 14. The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the installation and maintenance of these commercial telecommunications services. 2.0 BACKGROUND The Government currently utilizes active coaxial plant infrastructure managed by Cox Communications at Bldg 11 and Bldg 14 on NAB. To support ongoing operational requirements, COMNAVSURFPAC requires the continuation of existing CATV and internet services, as well as the expansion of CATV services to include new installations in both buildings. 3.0 REQUIREMENTS The Contractor shall provide and maintain the commercial services listed below. The Contractor is responsible for ensuring uninterrupted service (except during scheduled maintenance windows approved by the Government). 3.1 Continuation of Existing Services The Contractor shall maintain the current active services, which encompass: Bldg 14, NAB: Thirty (30) "News and Finance TV Service" CATV boxes. Bldg 11, NAB: Fifteen (15) "News and Finance TV Service" CATV boxes. Bldg 14, NAB (N6 ACOS Rm 127A): One (1) Commercial Broadband Internet (CBI) Modem (300Mbps download / 30Mbps upload). Bldg 14, NAB (ARB): One (1) Commercial Broadband Internet (CBI) Modem (100Mbps download / 20Mbps upload). Bldg 14, NAB (Rm 128): One (1) Commercial Broadband Internet (CBI) Modem (100Mbps download / 20Mbps upload). 3.2 New Installations The Contractor shall install, provision, and activate eight (8) new CATV services/boxes configured with the "News and Finance TV Service" package. Bldg 14, NAB: Four (4) new CATV installations. Bldg 11, NAB: Four (4) new CATV installations. Note: Specific room numbers for the eight new installations are To Be Determined (TBD) and will be provided by the Government Technical Point of Contact (TPOC) prior to the scheduled installation date. 3.3 Final Service Quantities Upon completion of the new installations, the Contractor shall provide active, monthly service for the following total quantities: Thirty-four (34) "News and Finance TV Service" CATV connections at Bldg 14. Nineteen (19) "News and Finance TV Service" CATV connections at Bldg 11. Three (3) distinct Commercial Broadband Internet (CBI) Modems at Bldg 14. 4.0 PERIOD OF PERFORMANCE The Period of Performance (PoP) shall include a 12-month Base Year and four (4) 12-month Option Years, structured as follows: Base Year: August 11, 2026 to August 10, 2027 Option Year 1: August 11, 2027 to August 10, 2028 Option Year 2: August 11, 2028 to August 10, 2029 Option Year 3: August 11, 2029 to August 10, 2030 Option Year 4: August 11, 2030 to August 10, 2031 5.0 PLACE OF PERFORMANCE All installation and physical maintenance of services shall be performed at:Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC)Naval Amphibious Base (NAB) CoronadoBuildings 11 and 14San Diego, CA 6.0 INSTALLATION ACCESS AND SECURITY REQUIREMENTS The Contractor shall comply with all applicable Department of Defense (DoD), Department of the Navy (DoN), and local base security regulations. Base Access: Contractor personnel requiring access to NAB Coronado must obtain the necessary base access passes, such as through the Defense Biometric Identification System (DBIDS). Escorts: Depending on the specific rooms where installation is required, Contractor personnel may require a Government escort at all times. Operational Security: The Contractor shall not disconnect, tamper with, or otherwise impact Government-owned network infrastructure during the installation or maintenance of the commercial coaxial services. 7.0 GOVERNMENT FURNISHED PROPERTY / EQUIPMENT No Government Furnished Property (GFP) or Equipment (GFE) will be provided. The Contractor shall furnish all necessary cable boxes, modems, coaxial cables, splitters, and associated hardware required to deliver the specified commercial services. All contractor-provided equipment shall remain the property of the Contractor. 8.0 INVOICING AND ACCEPTANCE The Contractor shall submit invoices monthly in arrears through the Wide Area Workflow (WAWF) system in accordance with DFARS 252.232-7006. The Government TPOC/COR will inspect and accept the services monthly based on continuous uptime and the successful installation of the required drops.
