Air Education & Training Command (AETC) Special Warfare Training Wing (SWTW) Performance Work Statement (PWS) for Rotary Wing Airlift Support Operations 8 April 2026 General Introduction The work shall be performed in accordance with all Sections of this PWS. The purpose of this PWS is to establish a contract for rotary wing airlift support services. This service is required by the Department of the Air Force (DAF) and the United States Air Force (USAF) AETC for training purposes within the scope of this PWS. The contractor shall provide fuel, personnel, equipment, tools, material, maintenance, and supervision that meet all specifications and performance standards outlined in this PWS to perform air operations located within the Continental United States (CONUS). Agency Mission/Background The Air Education and Training Command (AETC) mission is to recruit, train, and educate Airmen to provide air power for the United States. The Special Warfare Training Wing (SWTW) of the Air Education and Training Command (AETC) at Joint Base San Antonio-Lackland, Texas has a mission to assess, select, and develop ground combat forces for the Air Force. The SWTW's mission focuses on three areas of specialization: global access, precision strike, and personnel recovery. The SWTW's training pipeline includes pararescuemen, combat controllers, special reconnaissance Airmen, special tactics officers, and combat rescue officers. The SWTW's training also includes Assessment and selection, Human Performance Adjunct Faculty Course, and Athletic trainers. Current Department of the Air Force (DAF) and the United States Air Force (USAF) military RW training air support does not have the capacity to support DoW, AETC training requirements. Additionally, military air support is tasked with operational requirements that prevent consistent access to training assets. This makes it increasingly difficult to schedule and plan training with local assets that have higher operational priorities resulting in the inability to meet training requirements. Contracted aircraft support shall provide access to mission-capable assets with a minimum 95% operational availability rate, measured monthly, to support all scheduled day/night air operations including, but not limited to: Tactical Air Control (TAC), Alternate Insertion/Extraction (AIE) training; Tactical/CSAR Scenarios, Terminal Air Control (TAC) training, and helicopter/HLZ operations. The contractor shall provide platforms, crews, and support staff required to perform tasks associated with the delivery of airlift support under coordination with the Government Organization, Contracting Officer Representative (COR) and Contracting Officer (CO). Non-personal Services This contract is a non-personal services contract as defined by FAR Subpart 37.101. contractor personnel rendering services under this contract are not subject to supervision or control by Government personnel. The contractor shall be responsible for the supervision of the contractor employees. Objectives The main objective of the airlift contract is to provide aircraft support that meets all safety, performance, and availability requirements detailed in this PWS, specifically the 95% mission-capable rate defined in Section 1.2 and adherence to the FAA and DoW regulations cited in Section 2.7. This program shall provide aircraft support at a minimum 95% operational availability rate, measured monthly, that will allow the AF to meet their Air Force Specialty Code (AFSC) curriculum requirements and SW instructor training/proficiency requirements. Contractor will provide RW aircraft capable of transporting 9 personnel for land operations. Specific training locations/events may require smaller aircraft capable of supporting 7 personnel for water operations. Aircraft will be able to provide RW support will conduct day/night over land/water Alternate Insertion/Extraction (AIE) training; Tactical/CSAR Scenarios, Terminal Air Control (TAC) training, helicopter/HLZ operations training with platforms that meet AMC CARB certification. RW platforms must be certified at time of award and maintain the applicable certificates for commercial helicopter services during contract performance. Scope The contractor shall provide all services necessary to conduct aircraft lift support to the Pararescue (PJ)/Combat Rescue Officer (CRO) and Combat Control (CCT)/Special Tactics Officer (STO) Schoolhouses. The purpose of this contract is to ensure that all required PJ / CCT / CRO / STO candidates receive the required air support for day/night, land/water, AIE, infiltration/exfiltration, medevac training, mission planning, real world support to medical emergencies (life, limb, eyesight or urgent transport during training iterations), Terminal Air Control (TAC) training, and helicopter/HLZ operations as defined in the Career Field Education and Training Plan (CFETP). Any services required but not explicitly listed in this PWS shall be considered out of scope. Requests for new requirements must be submitted by the requiring activity to the Contracting Officer (CO) for consideration, and may be added to the contract only by a formal modification signed by the CO. The aircraft shall be provided to the Government configured with all personnel, equipment, and systems specified in the Sortie/Mission requirements and the applicable Technical Exhibit prior to the scheduled operation. The contractor shall be responsible for providing all hardware and hardware configuring support for aircraft utilized under this contract. In the event additional hardware or hardware configuring services become required for the performance of this contract, the contractor shall acquire said hardware/hardware configuration services through the contract established Consent to Purchase (CTP) processes.
