140mm Combustible Cartridge Case
I. PURPOSE
DEVCOM Army Research Lab (ARL) is requesting Armtec Defense Technologies (CONTRACTOR) provide
estimates for cost and schedule for the procurement of the one hundred (100) combustible case cartridge (CCC)
components to produce complete combustible cases for the 140-mm XM291 cannon. The CCC components are
subject to technical specifications listed in Section II in this Market Research Questionnaire. ARL notes that use of
the CCC’s will be only for Research and Development (R&D) purposes in an experimental cannon therefore are not
subject to requirements such as vibration and handling requirements of similar production items.

II. STATEMENT OF WORK
1. Scope:
1.1. This Statement of Work (SOW) encompasses the effort to manufacture and deliver (100) CCC sets for
experimental testing purposes.
1.2. The CCC components are to be made of the same material that fielded CCC cartridges employ such as the
M829A3 and M829A4.
1.3. Each CCC set may be composed of up to three separate components that assemble into a single CCC
assembly.
1.4. The three CCC components will be referred to as the Rear, Middle, and Adapter. Each component must
feature geometry that allows for adhesive bonding into the assembly (e.g. skive joint).
1.5. The CCC assembly must function in the XM291 (140mm cannon). This requires meeting a specified
length, interfacing a “snap fit” nylon obturator, and interfacing with a 140mm stub base (drawings
provided separately).
1.6. The Rear CCC component will interface with the stub base (“bell” geometry with a hole).
1.7. The Middle CCC component will be a cylindrical tube.
1.8. The Adapter CCC component will be a transitionary piece that interfaces between the cylindrical region
and the obturator. Specifications of the interface with the obturator can be found in Option 1 and Option 2
detailed in Section III below. The Adapter is permitted to be made of inert material, if necessary.
1.9. The Middle and Adapter components are permitted to be one piece.
1.10. When assembled, the CCC must feature a single, uninterrupted interior volume.
1.11. The Contractor will procure all required materials to produce the components.
1.12. The CCC components will be delivered, unassembled, to the Government shipped in accordance with all
safety and legal requirements
1.13. The desired period of performance (POP) is not to exceed (4) months from Contract award.
2. Shipping: The Contractor shall arrange for the shipping of CCC sets to ARL at Aberdeen Proving Ground, MD.
Subject to standard and facility specific shipments of energetic containing materials.
3. Quality Assurance: The Contractor shall perform inspection on fabricated CCC parts ensuring proper
dimensions and specifications when assembled.
III. ARL Requests estimate costs and schedule for delivery components to form 100 CCC for the 140-mm
XM291 cannon.

Option 1: Contractor uses existing tooling
Scope: The Contractor will supply 100 sets of CCC components manufactured with existing CCC tooling
to meet the base requirements. When and where required, the contractor will modify the produced CCC
components so that they meet the geometric requirements for the XM291 cannon. This option anticipates
the bonding of an additional plastic component to the adapter component to facilitate a locking interface
between the adapter and the nylon obturator. Plastic component geometry is GFI (notional drawings
provided with this Market Questionnaire).
a. Option 1a: The Contractor will manufacture and supply 110 (10 extra as spares) plastic components.
b. Option 1b: The Government will manufacture plastic components.
IV. Option 2: Contractor uses custom tooling
Scope: The Contractor will supply 100 sets of CCC components manufactured with existing CCC tooling
to meet the base requirements with the exception of the adapter component. The contractor will modify
tooling for the adapter component for improved form and fit for the chambrage geometry of the 140-mm
XM291 cannon. Further, the adaptor component is designed to interface with a nylon obturator (geometry
provided separately) and is composed of the same CCC material.
