OVERVIEW
National Park of American Samoa NPSA intends to purchase commercially available Plastic Lumber. NPSA
requires the Plastic Lumber to build three modern traditional Samoan huts. The reason for using this material is
due to the tropical weather and exposure to sea breeze. This material will last longer than using any wood or
metal post and the other parts will be easier to replace.

B. OTHER REQUIREMENTS

• One (1) Operation & Maintenance Manual that includes, but is not limited to, the original equipment
manufacturers (OEM) technical literature for all supplied equipment, operator/safety instructions, as-
built drawings, and as-built electrical system drawings.

• Manufacturer’s Statement of Origin documents
C. DELIVERY INFORMATION
Delivery Location
• The contractor shall arrange for delivery to the NPSA warehouse. Located in the village of Utulai.
• This location does not have an address. The NPSA warehouse is behind the Moris gas station and
Pacific Energy fuel tanks.
• The contractor shall contact the designated Contracting Officer’s Representative 10 days prior to
delivery to coordinate delivery logistics.
Delivery Logistics
• NPSA staff will be available to help unload items into warehouse.
Delivery Term
• Delivery shall be made Monday through Thursday between the hours of 8am to 4pm.

Special Inspections / Invasive Species Inspection

D. INSPECTION AND ACCEPTANCE
Inspection
• The Contracting Officer’s Representative will inspect the items delivered at the time of delivery.
Acceptance
• The Government reserves the right to reject all items that do not adhere to these specifications. Any
item identified through timely inspection that does not conform to these specifications may be
rejected by the Government. The Contractor shall replace all non-conforming items at no cost to the
Government. The Government reserves the right to seek consideration from the Contractor for
failures to satisfy the requirements established by these specifications.
