The Government will not exercise any supervision or control over the task order service providers performing the services herein. Such task order service providers shall be accountable solely to the Contractor, which, in turn, is responsible to the Government as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards set forth in this task order. 2.0 Background The FIFA World Cup 2026™ represents a strategic opportunity to advance U.S. economic competitiveness, promote exports, and support tourism-related economic activity. As one of the largest global sporting events, the tournament is expected to drive significant international visitation, global media exposure, and commercial engagement across multiple U.S. industries. The International Trade Administration (ITA) will leverage this event to support U.S. businesses, strengthen global trade relationships, and promote the United States as a premier destination for investment and tourism. This study will provide a rigorous, data-driven assessment of the economic, trade, tourism, and investment-related impacts of the FIFA World Cup 2026 to inform senior Department of Commerce leadership, interagency partners, and external stakeholders. 2.1 Objective The objective of this task order is to obtain a comprehensive, data-driven assessment of the economic impact of tourism related to the FIFA World Cup 2026 on the U.S. economy. The study shall assess national and regional impacts, including visitor spending, tourism-related economic activity, sector- specific effects, employment impacts, and implications for U.S. travel exports and international visitation. The study shall provide the National Travel and Tourism Office and the International Trade Administration with defensible, transparent, and actionable analysis to support leadership decision- making, interagency coordination, stakeholder engagement, and strategic communications. The analysis shall include, at a minimum: • Direct, indirect, and induced economic impacts; • Sector-specific impacts, including hospitality, transportation, food and beverage, retail, recreation, and related tourism sectors; • International visitor and domestic visitor spending, with spending categories distinguished where feasible; • Regional, host-city, and national economic outcomes; • Impacts on employment, labor income, output, tax revenue, and value added, as applicable; • Implications for U.S. travel exports and international visitation; • Baseline and alternative scenario modeling; and • Public-facing summaries, data visualizations, and supporting documentation. 3.0 Requirement -- 2 of 17 -- DEPARTMENT OF COMMERCE O FFICE OF ACQUISITIONS M ANAGEMENT P ERFORMANCE W ORK STATEMENT 3 | P a g e 3.1 The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform this requirement. 3.2 The Contractor shall monitor performance in accordance with the approved Quality Control Plan (QCP). The Contractor shall develop and implement procedures to identify, prevent, and ensure non- recurrence of defective services. The Contractor’s QCP is the means by which they will ensure work complies with the requirements of the task order. 3.3 The Contractor shall, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring and assigning personnel, the Contractor shall consider that workforce stability and continuity are essential to successful performance. 3.4 Scope of Work The Contractor shall conduct a comprehensive economic impact study of tourism related to the FIFA World Cup 2026 on the U.S. economy. The Contractor shall provide the technical expertise, data collection, economic modeling, analysis, reporting, and stakeholder support necessary to complete the study. The Contractor shall perform the following tasks: a. Project Management and Work Plan The Contractor shall develop and submit a detailed project work plan that identifies the Contractor’s technical approach, project schedule, key milestones, data sources, assumptions, methodology, deliverables, quality control procedures, and stakeholder engagement approach. The work plan shall include, at a minimum: • Proposed project schedule and timeline; • Key tasks, milestones, and dependencies; • Data collection approach; • Economic modeling methodology; • Survey or primary data collection approach; • Planned stakeholder engagement activities; • Draft and final deliverable dates; • Quality control procedures; and • Risks, assumptions, and mitigation strategies. b. Study Design and Methodology The Contractor shall develop a detailed and defensible methodology for assessing the economic impact of tourism related to the FIFA World Cup 2026 on the U.S. economy. The methodology shall include, at a minimum: • Economic impact modeling approach, including use of accepted models or methodologies such as IMPLAN, RIMS II, or another defensible economic modeling framework; • Definitions of direct, indirect, and induced impacts; -- 3 of 17 -- DEPARTMENT OF COMMERCE O FFICE OF ACQUISITIONS M ANAGEMENT P ERFORMANCE W ORK STATEMENT 4 | P a g e • Definitions of geographic scope, including national, state, regional, and host-city analysis where appli
