Description

Statement of Work Standard NWR Transmitter Building Replacement Perry, FL Overview: NWS requires a building that is not permanently set (not real property), constructed of metal siding and metal roof or similar fiberglass structure, which house a VHF 1000 watt transmitter with electrical. This is to replace a shelter that needs to be removed prior to installation. The building shall be approximately 8 foot wide by 10 foot in length but not exceed 9.5 feet by 11.5 feet. The building shall have 8 foot ceilings at a minimum. Period of performance: 120 days after NTP Delivery Options: Contractor shall provide delivery to the NWR Transmitter site from their location. NOAA Weather Radio NWR location: 8610 E. Jody Morgan Rd, Perry, FL 32347 Points of Contact: WFO Tallahassee ESA: Regional Maintenance Specialist: Facilities Technician: NWR Program Manager/COR: 1. Site Prep • Planning: The contractor is responsible to provide detailed plans/drawings/specifications to the COR at least 45 days before replacement is scheduled for lessors approval • Power Cut-over: The contractor's electrician shall coordinate with the local utility to safely disconnect and lock-out/tag-out power before demolition • Disposal: The contractor is responsible for the legal removal and disposal of the existing structure and all debris off-site. • Permits: The contractor is responsible for pulling all permits necessary permits and have all necessary inspections performed. • Foundation: Foundation is to be inspected and repairs are to be made after the old building is removed if needed. If new building is too large for the existing foundation, it is on the contractor to properly extend the foundation. A new 3 foot by 4 foot pad will be poured at the current generators location -- 1 of 18 -- 2. Security & Exterior • Security Hardware: Commercial grade steel exterior door with include a heavy-duty security plate over the latch/deadbolt to prevent prying or similarly featured security door. • Roof Pitch: The roof must be sloped to ensure no standing water accumulates. • Cable Bridge: A firm support for reattachment of existing cable bridge will be needed on the right side of the building • Exterior Lighting: Contractor shall install one (1) LED exterior lamp with an integrated dusk-to-dawn sensor above or adjacent to the entry door. 3. Technical Grounding • Grounding Halo: Contractor shall install a #6 AWG (minimum) copper ground wire "halo" running around the inside perimeter of the building. • Bus Bars: One (1) Main Ground Bus (MGB) located near the communications entry. One (1) Secondary Ground Bus (SSGB) located near the electrical panel. • Cable Entry: The building must include a 4” PVC pipe bulkhead pass-through for Heliax antenna cables mounted on the right side of the building towards the back, including a 6" x 12" external copper ground block for lightning protection. 4. Interior Layout • Equipment Wall: One wall must be finished with 3/4” plywood to support the mounting of the 100-amp electrical panel, transfer switch, and communications gear. • Electrical Loadout: o 100-amp Main Panel with at least 16 circuit spaces, with two (2) dedicated 220V 20A breakers ready for hardwire connection of the transmitter o Outlets: 115 VAC Quad outlets must be available on each wall o Single overhead LED light fixture is needed inside. o All wiring must meet NEC code requirements o Generator and transfer switch shall be reconnected by the local NWS facilities technician 5. Compliance. The Contractor shall comply with all local, state, and Federal environmental, health, and safety regulations while conducting this work. In addition, the Contractor shall ensure that all work is in compliance with the applicable codes and be responsible for all licenses, permits and fees required to complete this project. B. Disposal. The Contractor will be required to properly remove and dispose of all waste material in an environmentally friendly manner. C. Guidelines. The Project shall follow the guidelines stated in the Statement of Work (SOW), site diagrams, blueprint, and any contractor provided quoted documents. All modifications must be submitted and approved by the Contracting Officer. D. Hours of Operation. Work shall be performed between 8:00am & 5:00pm Monday thru Friday unless otherwise approved by the TPOC. Contractor agrees to observe all Federal Holidays, and any other day off work designated by Federal Statute, Executive Order, or Presidential Proclamation: New Year’s Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, Christmas, Memorial Day, Juneteenth, Presidents Day, Independence Day & Martin Luther King Day. E. Facility Access A Project sign in sheet shall be completed each day for all contractors, contractor employees and sub- contractors on site. F.
