1 Statement of Work For 6431 New AEO Storage Building Installation June 2026 1.0 CONTRACT PROJECT: 6431 New AEO Storage Building Installation 2.0 LOCATION: USDA APHIS FO AEO (Aircraft & Equipment Operations) Moore Air Base (MAB) Building 6431 22675 N. Moorefield Rd. Moore Air Base Edinburg, TX 78541 3.0 Project Background: AEO is a two-section work unit that provides specialized Aerial and Equipment support to the USDA APHIS PPQ (Animal Plant Health Inspection Service - Plant Protection and Quarantine). They are tasked with collaborating on projects to either develop, improve or repair equipment unique to the different processes of managing a variety of programs within APHIS. Their customers are: All Fruit Fly Programs, Domestic and International Trapping, Identifying, Detection and Collection programs Port of Entry Inspection Stations Cattle Fever Tick and Screwworm programs Grasshopper Survey Support Veterinary Services Huanglongbing (HLB) and Citrus Greening. AEO needs a new “Butler Type” storage building to accommodate the influx of new equipment to be built for the New World Screw Worm program. AEO will use the new storage building to store specialized manufactured equipment made by AEO. 4.0 Project Specifications: Install a new 100’ L X 50’ W “Butler Type” storage building that is partially inventoried, materials complete, on site, and government furnished. The new, weathered, existing, and unassembled government furnished “Butler Type” building needs to be modified to meet the end users need. The original engineer stamped plans are designed to half covered and half open walls. The USDA’s intention is to have the existing government furnished building be completely covered on all wall sides of the building. Modifications will have to be made to the original design to accomplish the request build. Structural metal will have to be repurposed, moved, or added to accomplish the build. More buildings wall siding, building structural steel, and access doors will be added to the new building. Utilities will be factored in the new building installation. 4.0.1 AEO Storage Shed Specifications: 1. The existing 100’ L X 50’ W “Butler Type” storage building that is partially inventoried, materials complete, on site, government furnished is weathered, -- 1 of 3 -- 2 existing, and unassembled will need to be looked at and inventoried by contractor for accurate solicitation submittal. 2. The new building must be modified to the end users’ specifications. 3. The new storage building must be enclosed on all sides of the building with wall panel siding. 4. (1) Employee access door installed on the Northwest side of the building and (1) Roll up door entrance on the South side of the building. 5. The building will be installed on the concrete flight line East of building 6430. 6. The shop drawings (AS-Builds) shall be sealed by a Texas Structural Engineer including the connections to the concrete flight line and a copy (Digital and Hard Copy) shall be provided to the USDA FMS. The wind load shall be 120 mph. 7. Provide concrete footings to eliminate dominated slope of surface and ensure stability and structure integrity. 8. The project must be completed within 120 days of the Notice to Proceed. The Contractor shall ensure that all solutions/products shall be used in strict conformance with the product's Environmental Protection Agency (EPA) and state requirements. All manufacturers' instructions and recommendations for the use of the solutions shall be strictly followed. In addition, the contractor shall comply with all federal, state, or local laws and regulations concerning the use, storage, and disposal of hazardous materials. Contractor will provide Material Safety Data Sheets (MSDS) as specified in this contract and keep the sheets current for any product that is used in this contract. No.: (956) 205-7734 Cell No.: (956) 330-1145 Fax No.: (956) 580-7325 Email: javier.caltzontzint@usda.gov 6.0 Facility Security and Safety Requirements: In addition to this SOW, Moore Air Base is a restricted facility.  Work Hours are Monday through Friday from 07:00 AM to 15:30 PM. All work outside of the mentioned days and hours shall be approved by the Facilities Maintenance manager in writing, prior to entering the facility. This includes work during Federal holidays.  Some of this work will be required working after 3:30, the Contractor is to provide a schedule for those days to coordinate with the Maintenance Mechanic Supervisor.  All Contractors shall have a valid picture identification such as a driver’s license or a State identification card.  All vehicles shall have proper insurance and registration for entering the facility.  All Contractors working at the facility shall remain in the project site under the supervision of a qualified job site superintendent.
