STATEMENT OF WORK IPF OFFICE AND LOCKER ROOM RENOVATION USCG SECTOR JACKSONVILLE -- 1 of 5 -- 1.0 GENERAL Sector Jacksonville at the ANNEX Mayport is seeking to make repairs to improve the Industrial Production Facility (IPF) office space and locker room. The Offices measure 10’ x 12’ and 10’ x 18’, the locker room measures 10’ x 16’. This project involves the removal of old tile and replace with a high performance polyurea poured flooring system. Remove and replace suspended ceiling and light fixtures in both office spaces and locker room. Contractor shall provide the designated government’s representative with a selection of color and finish options for the USCG to choose from. Selection options shall include pictures and product specifications. Contractor shall provide all labor, tools, and equipment for this renovation. Contractors are required to review the full Statement of Work (SOW) and are strongly encouraged to visit the site to assess current conditions prior to submitting a proposal. Following the contract award, a pre-construction conference will be held at Coast Guard Sector Jacksonville Annex in Mayport, FL. 1.1 BACKGROUND The Sector Jacksonville Annex at Mayport, FL is a mission‑critical shore installation supporting multiple cutters, a station, an Aids to Navigation Team, and an Electronics Support Detachment. The Annex is in a state of systemic failure, as the majority of its 49k SF of facilities, spread across 17 obsolete buildings, have exceeded their service life. Addressing these issues is essential to undertake critical repairs that will enhance the Sector’s habitability and ensure its continued operational readiness. 2.0 SCOPE 2.1.1 IPF Office and Locker Room Renovation 2.1.1.A Remove all existing ceiling grid, ceiling tiles, lighting fixtures, and HVAC diffusers in the designated office spaces and locker room and dispose of in accordance with local regulations. Prior to demolition, the contractor shall test for hazardous materials (including but not limited to asbestos, lead paint, and mold) in accordance with federal, state, and local regulations. If hazardous materials are discovered, the contractor shall follow all applicable abatement procedures and provide documentation of proper disposal. 2.1.1.B Install new 15/16” acoustical ceiling grid with a 2’ x 2’ layout in the affected office spaces and locker room. Contractor shall verify all existing conditions and dimensions prior to ordering materials. The new grid system shall match the size, configuration, and functionality of the existing grid system and be compatible with the selected acoustical ceiling tiles. Contractor shall provide product specifications and sample images for USCG approval prior to installation. Any discrepancies or uncertainties must be brought to the attention of the designated government’s representative prior to installation. 2.1.1.C Install eleven (11) new overhead LED lighting fixtures in the office spaces and locker room. Contractors shall provide at least two (2) options for lighting fixtures, each with a minimum luminous output of 4,000 lumens and Energy Star certification. Lighting options must include product specifications and sample images for USCG approval. Fixtures shall be suitable for commercial office and restroom environments and compatible with existing electrical system. 2.1.1.D Install new HVAC diffusers 2.1.1.E Remove existing urinal, partitions, and partition screens and dispose of in accordance with local regulations. 2.1.1.F Install new partitions of equivalent quality, size, and function. Contractors shall provide at least two (2) options. 2.1.1.G Install a new commercial-grade flushable urinal in the locker room compatible with existing plumbing connections. The urinal shall be porcelain, water-efficient, and meet all applicable codes and standards. Contractor shall submit product specifications for approval. 2.1.1.H Prep, prime, and paint all walls in the office spaces and locker room. Surfaces shall be properly cleaned, repaired, and prepared prior to painting. Apply two coats of semi-gloss interior paint with low or zero VOC content to each wall. Paint color shall be selected by the government’s representative from options provided by the contractor. Contractor shall submit product specifications and color samples for approval prior to application. -- 2 of 5 -- 2.1.1.I Remove the existing water heater from the locker room. The contractor shall disconnect all plumbing and electrical connections safely and dispose of the unit in accordance with local regulations. 2.1.1.J Install a new electrical water heater 30-gallon capacity, 3800-Watt minimal requirement, double heating element. Brand is not required to be the same as the existing unit. 2.1.1.K Remove the existing mud sink from the locker room. The contractor shall safely disconnect all plumbing fixtures and dispose of the sink in accordance with local regulations. 2.1.1.L Replace the mop service sink with a 24 x 36 floor mounted and faucet. Brand is not required to be the same as the existing unit but meet the following specifications:  1 year warranty  Floor Mount  One single bowl  3-inch drain  Strainer  Mold and Mildew resistant  White – Solid all the way through  8-inch center faucet  Commercial grade for commercial use. 2.1.1 M Install a high-performance polyurea poured flooring system in the designated office, locker room, and locker room areas. The flooring system shall meet the following requirements:  Thickness: Minimum of 8 mils.  Tensile Strength: Minimum of 2,500 PSI.  Slip Resistance: Flooring must meet or exceed ADA requirements for slip resistance.  Chemical Resistance: Flooring must be resistant to common cleaning agents and chemicals used in locker room and restroom environments.  Color and Finish: Contractor shall provide the Onsite Representative with a selection of color and finish options for USCG approval.
