Description

Performance Work Statement (PWS) Scope of Work – Electronic OGE-450 Financial Disclosure Filing Solution 1. Purpose The Contractor shall provide a secure, cloud-based, web-accessible Software-as-a-Service (SaaS) solution that enables the end-to-end electronic preparation, submission, routing, review, certification, reporting, retention, and management of OGE-450 Confidential Financial Disclosure Reports. The solution shall support HUD OIG ethics officials and authorized users while complying with applicable Federal ethics, privacy, records management, accessibility, and cybersecurity requirements. 2. Scope The Contractor shall furnish all labor, software, licenses, hosting, maintenance, technical support, project management, training, cybersecurity, upgrades, and related resources necessary to provide a fully operational service. The Government seeks commercial capabilities and encourages innovative commercial approaches that satisfy the performance objectives. 3. Functional Requirements The solution shall provide secure role-based access; electronic workflows; configurable notifications; dashboards and reporting; audit logs; records retention; import/export of Government-owned data in machine-readable format; high availability; annual updates reflecting OGE form changes; user administration; help desk support; and transition assistance at contract completion. Equivalent commercial functionality is acceptable. 4. Security The solution shall protect Government information using applicable Federal security standards and operate in a Government-approved cloud environment as required by the solicitation. Contractors shall describe how their commercial solution satisfies these requirements. 5. Training and Support Provide onboarding, administrator, reviewer, and end-user training; user guides; recurring refresher training; and responsive technical support during normal business hours. 6. Project Management Provide a Project Manager, implementation plan, status reporting, risk management, issue tracking, and quarterly performance reviews. 7. Performance Objectives The Government will evaluate outcomes including system availability, timeliness, accuracy, customer support responsiveness, security compliance, successful data management, and overall customer satisfaction rather than proprietary technical approaches. -- 1 of 2 -- Competition Statement This PWS describes the Government's minimum functional and performance needs and is not intended to require a particular manufacturer, publisher, proprietary architecture, or brand- name product.
