What this opportunity is
The Department of Defense is seeking a total small business set-aside for a 7,000-8,000 lb truck-mounted forklift for the Oklahoma Army National Guard, aimed at enhancing storage and distribution efficiency. This presolicitation notice indicates that interested small businesses should prepare to provide equipment that meets specific operational requirements, including rugged terrain capabilities and safety features. Vendors should note that this is an early-stage notice, suggesting they track the opportunity rather than submit bids at this time.

Description
Statement of Work (SOW)
7k – 8k Forklift
1. Introduction: Storage and Distribution (S&D) requires a 7,000-8,000 (7K-8K) lbs. forklift that
will mount to the rear of a flatbed trailer with a mount kit to improve efficiency and effectiveness.
2. Background: Not all units/customers possess material handling equipment (MHE), forklifts.
Due to the lack of MHE/forklift at these locations can cause delays or reschedules. There have
been numerous times that units/customers have coordinated with another entity at their location
to have an MHE/forklift available only to find out that something came up and that entity needs
their MHE/forklift or they forgot. Another obstacle is not every unit/customer has a licensed
MHE/forklift operator. Since they cannot operate an MHE/forklift, they are at the mercy of the
loaning party’s operator’s schedule. There have also been times that S&D has transported their
own forklift to a location; however, the space used for the forklift limited the hauling capacity.
The purchase of a 7K-8K mounted forklift will alleviate these constraints and allow S&D to
provide better support to units/customers.
3. Scope: The vendor must provide the desired equipment with the listed features, a warranty
and/or maintenance plan.
4. Forklift requirements:
a. Must be capable of mounting on the back of a forklift ready flatbed trailer.
b. Must have a lift capacity of 7K-8K lbs.
c. Must possess rugged terrain capabilities (tires, etc....)
d. Must have a mast that tilts.
e. Must have telescopic reach.
f. Must have hydraulic fork positioning controls.
g. Must come with adjustable forks and any other accessory that ensures it operates in its full
capacity as a forklift/MHE.
h. Must come with safety features, such as stabilizing systems, automatic anti-stall systems,
and 360-degree operator visibility.
