Description

1 Statement of Work – FY26 Shipyard Services NOAA Research Vessel STORM PETREL Revision D 4/28/2026 A] GENERAL INFORMATION 1] This Statement of Work contains the requirements for shipyard services on the NOAA Research Vessel Storm Petrel, hull number R5201. 2] The general characteristics of the vessel are as follows: Length: 49.5 feet Beam: 18.9 feet Draft: ~4.9 feet Displacement: ~26.5 long tons (full load) 3] All work shall be accomplished at the contractor’s facility. Contractor’s facility shall be located with a 65-statute mile radius of Port Angeles, WA. NOAA shall deliver the vessel to the contractor’s facility, and the vessel shall be returned to NOAA at the contractor’s facility. 4] Coordination of the work schedules shall be the responsibility of the contractor to avoid any delays or disruptions in order to meet the period of performance. The contractor shall provide all facilities, labor, materials, tools, and services required to complete the work unless stated otherwise in the tasks below. 5] Upon arrival at the contractor’s facility the contractor shall accept full responsibility for the safety of the vessel, including fire protection, security patrols, water-tight integrity, protection from adverse environmental conditions, etc. This responsibility shall terminate only after all work is complete, work is inspected and accepted by NOAA, and NOAA personnel remove the vessel from the contractor’s facility. 6] NOAA employees and contractors may be working on board the vessel during the contract period of performance on a not to interfere basis. During this period, these personnel shall be given full access to the vessel during normal working hours. 7] If the vessel is hauled from the water, the contractor shall ensure that all machinery and equipment used to haul the vessel is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessel, and operated by trained, competent personnel. A docking plan for the vessel will be provided with this solicitation. 8] The government reserves the right to award some or all tasks defined herein, and to add tasks during the work period so long as cost and period of performance revisions, if any, are mutually agreed. 9] All work performed under this SOW (or added to it during the period of performance) shall meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below. 10] In the event defects or damage unrelated to the work tasks defined below are discovered, the contractor shall submit a Condition Found Report (CFR) to the Technical Point of Contact (TPOC). The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be performed without prior approval by the TPOC or Contracting Officer. -- 1 of 7 -- 2 11] If required, all welding done as part of the tasks shall be performed by certified welders working in accordance with approved weld procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these shall be provided with the quote. The new plate shall be 5083 alloy of the H321 or H116 temper, and of a thickness equal to the removed plate. Filler wire shall be 5183 alloy. Weld throat widths shall equal the original welds, and weld patterns (continuous, skip, etc.) will be the same as original patterns. After welding, the contractor shall remove all smoke, soot, and oxides with a wire brush, and de-burr all sharp edges. 12] All work performed on the vessel shall be accomplished as described below unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA. Any work that does not adhere to the descriptions shall be redone at the contractor’s expense within the defined period of performance. 13] A site visit is strongly encouraged. Bidders are strongly encouraged to inspect the vessel on which services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event shall a failure to inspect the vessel constitute grounds for a claim after award of the contract. B] SPECIFIC WORK TASKS - CLIN1 1] Haul, Block, Clean, Store, Launch Remove the vessel from the water. Pressure-wash the entire hull from sheer line to keel removing all dirt, grime, and marine growth. Clean all surfaces within the tunnel. Clean all fittings below waterline, including propulsor components, struts, stern tubes, rudders, foils, fins, through-hulls, etc. Clean transducers with a non-metallic brush, taking care to not mar the emitting surface in any way. Clean all surfaces of all anodes with a wire brush unless they are to be replaced. Block the vessel in a level attitude with the keels 36” minimum off the ground. Inspect the hull, coatings, and all attachments and report any damage or discrepancies to the TPOC in writing. During the cleaning process, temporarily shift individual blocks to ensure that all portions of the hull are cleaned. Provide electrical power to the vessel suitable for its shore power system. Upon completion of all work done on the hard, launch the vessel, inspect all compartments for leaks, and secure it dockside. If dockside testing or underway trials are required after launch, provide prior notification to the TPOC so NOAA personnel can attend. 2] Overcoat Bottom Prepare the hull surfaces to be painted
