STATEMENT OF WORK 934th Airlift Wing Minneapolis – St. Paul Air Reserve Station Pavement Repair Project FY26 and Beyond BOA Version 19 MAY 2026 MSP-ARS Civil Engineering 760 Military Highway, Building 744 Minneapolis, MN 55450 -- 1 of 9 -- 2 1.0 General Information 1.1 Introduction: This intent of this project is to complete various repairs to asphalt pavements within the MSP-ARS (Minneapolis-St. Paul Air Reserve Station) footprint. Any repairs requested shall be performed through a Basic Ordering Agreement (BOA). The Contractor shall perform the services herein and as described in this Statement of Work (SOW). The Contractor shall be responsible for all professional services, permits, equipment, labor, tools, materials, and ancillary items necessary to complete the tasks defined by the SOW. The performed tasks shall be based on the project description, other data furnished in this SOW, and information covered during a pre-construction/ criteria review meeting, to be held prior to Contractor mobilization. 1.2 Base Information: The normal duty hours are 0700 to 1600, Monday through Friday, excluding Federal Holidays. The Contractor may submit a request to the Contracting Officer (CO) for approval to perform work outside of normal duty hours, on weekends, and on holidays. Any requested weekend work cannot occur on Unit Training Assembly (UTA) weekends. UTA weekends typically occur on the first weekend of each month. MNDOT documents can be found on their website. 1.5.2 While there are numerous engineering discipline-focused chapters in both the UFC and UFGS, all guidance and directives applicable to the awarded project shall be followed. If there is a conflict between these codes, regulations and specifications, the most stringent requirements shall apply. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence to applicable codes and/or regulations not specifically addressed. 2.0 Description of Work: The pavement repairs being requested may include reapplication of various pavement paint markings, such as pedestrian crosswalks, vehicle parking spaces, fire lanes, and various transverse markings, to include yield triangles, directional arrows, speed hump markings, stopping lines/bars, multiple curb colors and other miscellaneous pavement markings. There may be repairs to the asphalt pavement requiring crack filling, partial mill/overlay techniques for severe cracking, and areas of full asphalt replacement to include aggregate base course. The work being performed will be requested through the BOA. The MSP-ARS Civil Engineering Squadron will evaluate which type of maintenance repairs are needed, document their approximate locations on a base map, and provide quantities for each type of repair task when submitting a repair order. Table 2.8.1 shows a listing of the types of expected repairs tasks. 2.1 Demolition and Disposal: Control accumulation of waste materials and trash. Recycle or dispose of collected materials off-site at intervals approved by the CO and in -- 3 of 9 -- 4 compliance with waste management procedures. Except as otherwise specified in other sections of the specifications, disposal shall be in accordance with 01 74 19. 2.2 Paint: Paint shall be applied to clean, dry surfaces, and only when air and pavement temperatures are above 40 degrees F, and less than 95 degrees F.
