NOTICE: Solicitation number PANDHA26P0000037673 is issued as a Request for Quotations
(RFQ).
This is a combined synopsis/solicitation for commercial services prepared in accordance
with Class Deviation 2026-O0028 (FAR Part 12.2), as supplemented with additional information
included in this notice. This announcement constitutes the only solicitation; proposals are being
requested and a separate written solicitation will not be issued.
For Informational Purposes Only - Sole Source Requirement. This solicitation is being
posted in accordance with RFO 5.101(a). The Government intends to award a sole source
contract to Medical Graphics Corporation (MGC) and is not seeking competitive proposals.
The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast
(DHACA-HCD-SE), plans to award a firm fixed price sole source contract to Medical Graphics
Corporation (MGC). This acquisition is being conducted under the authority of Federal
Acquisition Regulation RFO 12.102(a) "Only One Responsible Source and No Other Supplies or
Services Will Satisfy Agency Requirements" as Medical Graphics Corporation (MGC) is the
only responsible source that can provide Plethysmograph Equipment Maintenance Services at
Navy Medical Readiness and Training Command (NMRTC) Beaufort, South Carolina.
The contractor shall provide all necessary trained and certified personnel, equipment, tools,
vehicles, materials, supervision, and transportation to effectively and economically perform all
services for the maintenance and repair of medical equipment as required by this Performance
Work Statement (PWS) for NMRTC Beaufort under North American Industry Classification
System (NAICS) Code 811210 – Electronic and Precision Equipment Repair and Maintenance.
All costs for any scheduled and unscheduled maintenance, including all travel, labor, and parts
(including OEM), shall be covered. Service events shall include all preventive, corrective,
emergency maintenance and any calibrations necessary to keep the equipment identified in the
Performance Work Statement (PWS); paragraph 4.1 in good working order.

necessary. Offerors should submit their best terms in their initial proposal.
Payment: Payment for this action will be made by Electronic Funds Transfer (EFT) through the
Defense Finance and Accounting Services (DFAS) utilizing Wide Area Workflow (WAWF). See

Period for Acceptance of Quotations: The Offeror agrees to hold the prices in its offer firm
for 90 calendar days from the date specified for receipt of offers.

Contract Financing: The Government is contemplating a Commercial, Firm Fixed Price (FFP)
Contract type for this requirement under the RFO Part 12 Simplified Acquisition Procedures
(SAP).
