Statement of Work for Construction Services July 2025 PROJECT: Phoenix Rearing Facility Plumbing Services Repair LOCATION: United States Department of Agriculture (USDA) Animal and Plant Health Inspection Services (APHIS) Protection and Quarantine (PPQ) Phoenix Rearing Facility (PRF) 3645 East Chipman Road Phoenix AZ 85040 PROJECT BACKGROUND: The Phoenix Rearing Facility (PRF) focuses on the Sterile Insect Technique (SIT). The facility collaborates with farmers to decrease the number of insects that damage crops by using SIT. The PRF is part of a larger pest control project aimed at reducing the impact of navel orange worms on American agriculture. The Phoenix Rearing Facility, owned by the California Department of Food and Agriculture, is located at 3645 East Chipman Road, Phoenix, AZ 85040. The five-acre site is bordered by East Chipman Road to the north, 38th Street to the east, and Atlanta Avenue to the south. Constructed around 1973, the 69,000 square foot one-story building includes office areas, employee break areas, laboratories, process rooms, environmental rooms and chambers, warehouse, maintenance, and utility areas. The building was renovated for its current use in 1994. The original construction documents are not available. However, the building's floor is constructed from cast-in-place concrete, and the substructure is anticipated to be constructed from a cast-in-place foundation wall and spread footing foundation. There is a 12-foot-deep, 600-square-foot pit under the space used for the egg prep, diet preparation, and laundry rooms floor. No specific information is available regarding the construction of this pit, which appears to have been utilized by the previous tenant for storage. The building's plumbing system includes stainless steel sinks, lavatories, urinals, water closets, showers, sinks, floor drains, and cleanouts. Water distribution is handled by copper piping. The sanitary drain uses 4-inch cast iron gravity piping, which connects to the City of Phoenix sanitary waste system. Facility‑reported issues include: A backed‑up sink in the south men’s restroom Frequent urinal backups in the north men’s restroom Recurring clogs in maintenance shop sink, mechanical room, outdoor drains, and vents Persistent odors in the QC clean lab sink area These deficiencies necessitate the plumbing system repairs and replacements described in the construction documents. PROJECT SCOPE: The purpose of this Statement of Work (SOW) is to procure construction services for the Phoenix Rearing Facility Plumbing Repairs as detailed in the contract documents. The Contractor shall furnish all labor, equipment, and materials necessary to repair and upgrade the existing plumbing system for the PRF. The Contractor shall remove and replace sections of waste pipe and vents with associated concrete slab and wall repair. The contractor shall remodel the south restroom/showers to meet ABA compliance and carry out minor plumbing fixture replacement and finish patching in the north restroom. The contractor shall hire and pay for services of a third-party independent testing and inspection agency, subject to Government approval. The Contractor shall install the floor drains, drainpipes, J-traps in the pit, branch drain lines, soil stacks and ventilation, clean-outs, main drain line, connections to the sewer main drain, and all applicable components as specified in the construction documents. The contractor shall report to the Government any instances of corrosion, cracks, fractures, breakages, odors, abnormal drain noises, or sewage backups that are not specified in the contract.
