STATEMENT OF WORK
FOR
POND WATER
TIMBER SALE
1. The contractor shall provide all management, tools, supplies, equipment and labor necessary
for timber removal services at Eglin Air Force Base, Florida. This sale consists of harvesting all
merchantable Sand pine trees and Longleaf pine trees designated by the base forester. There are
six harvest units under 1 Contract Line Item Number (CLIN). The CLIN consists of 286 acres
and contains approximately 5,895 tons of pine timber. Bidders are encouraged to visit the site
and cruise the timber prior to submitting their bid. Timber will be sold on a lump-sum basis
where the winning bidder pays 100% of the bid price at the start of the contract.
Timber to be sold is located within harvest units 25P03, 25P04, 26N01, 25N07A, 25N07B,
25N22. The harvest units are located in an area open to the general public. See attached maps
for the location in Walton County on Eglin AFB, Florida. Detail maps and more specific cruise
data may be obtained from the Natural Resources Branch, 107 HWY 85 North, Niceville FL
32578.
1.1. BASIC SERVICES.
a. Contractor is required to comply with Florida Best Management Practices (BMP’s) for
silviculture to protect and maintain the State’s water quality, during all activities.
b. All merchantable Sand pine and designated Longleaf in the sale area under this contract
shall be cut and removed by the contractor in such a manner that result in the least possible
damage to residual trees. Previously reforested areas are not to be used for roads, loading areas,
or otherwise disturbed in any manner by the Contractor's operations.
c. A limbing gate may be used at all sale areas.
d. The location of all loading decks must be pre-approved by the Contracting Officer or their
representative and shall be located within the boundaries of specific work areas, a minimum
distance of 200 feet from any major road, and a minimum of 100 feet from any watercourse. The
Contracting Officer’s representative may give approval for locating loading decks outside of
specific work areas if it becomes necessary.
e. Trees lodged during felling shall be pulled down immediately by the operator.
f. Contractors are warned that timber may contain metal.
g. Stumps shall be cut as low to the ground as possible and no higher than 6 inches above
ground.

h. All logging debris shall be removed by the Contractor to a minimum distance of 10 feet
from all improved grounds, right-of-ways, roads, fences, bridges, culverts, streams and other
similar type areas. No slash or other logging debris shall be deposited in streams and/or on
roads. All slash and logging debris should be scattered to the greatest extent possible and not
within the drip-line of any residual longleaf pine, if possible.
i. Roads used by the contractor for access to sale areas must be pre-approved. The
Contractor shall use existing roads and bridges; however, the Contracting Officer or his
representative prior to establishment and utilization may approve construction of secondary
logging roads.
j. Existing roads, bridges, culverts, fences, and other improvements will be maintained by the
contractor. Roads, bridges, culverts, fences damaged by operations of the Contractor shall be
repaired or replaced as directed by the Contracting Officer or its representative at the expense of
the Contractor. Repaired or replaced items shall be in a condition as good as existing items prior
to the start of the work.
k. The Contractor or his employees while on the Eglin Reservation shall make no fires of any
type at any time. All fires observed by the Contractor or his employees shall be reported to the
Natural Resources Branch, Telephone (850) 882-4164, as soon as possible.
l. Dumping, disposing, storing or littering of any form (garbage, refuse, oil cans, tires,
equipment, etc.) is prohibited on the Eglin Reservation. Violation of this prohibition may render
the contractor liable for damages for failure to protect Government buildings, equipment and
vegetation under other provisions of this contract.
m. The maximum allowable speed for any motor vehicle on the Eglin Reservation is 45 miles
per hour on numbered paved roads and 35 miles per hour on other numbered roads, unless
otherwise posted. However, Contractor vehicles shall not be driven at a speed greater than that
which is reasonable and prudent under existing road, weather, vehicle, and traffic conditions.
1.2. TIMBER DESIGNATED FOR REMOVAL. All Sand pine and designated Longleaf pine
trees 5.0 inches in diameter and larger, measured 4 ½ feet from ground level, within the
designated harvest units are considered merchantable. Blue or Orange paint along the perimeter
indicates the boundary for harvest areas. Red Cockaded Woodpecker cavity trees are to be
protected, see paragraph entitled "Endangered or Threatened Species".
1.3. UTILIZATION REQUIREMENTS. All trees designated for removal shall be utilized to
the greatest extent possible.
1.4. LOGGING CONDITIONS. Sale areas are located in sandhills. Haul roads in the vicinity
of all sale areas are unimproved or semi-improved, sand based, and may become difficult to
travel. The Government cannot guarantee road maintenance. Perform all work in strict
accordance with the highest safety standards and applicable codes in order to eliminate the
possibility of damage to installed machinery, equipment and building structures.

1.6. PERIOD OF CONTRACT. Harvest unit shall be completed within 365 days of
contract signing. The Contractor shall notify the Natural Resources Division, either in person
or by telephone (850) 882-4164 or Michael Kratz at 883-1127 before starting and upon
completion of work under this contract.
