DEPARTMENT OF HOMELAND SECURITY UNITED STATES COAST GUARD U.S. Coast Guard Base New Orleans 1790 Saturn St New Orleans, LA 70129 PERFORMANCE WORK STATEMENT FOR GROUNDS MAINTENANCE AT PORT LAVACA, TX CG OWNED HOUSING PORT LAVACA, TX 77979 -- 1 of 5 -- Page 2 GENERAL REQUIREMENTS PART 1 GENERAL 1. INTENT: The intent of this contract is to provide grounds maintenance service to seven (7) US Coast Guard Owned Housing units in Port Lavaca, TX 77979. 2. SCOPE OF WORK: The Contractor shall provide all labor, materials, and equipment to meet all specifications for all of the areas within the property of: a. 2105 Jackson St, Port Lavaca, TX 77979 – 10,319 sq. ft. b. 2107 Jackson St, Port Lavaca, TX 77979 – 10,319 sq. ft. c. 1711 Jackson St, Port Lavaca, TX 77979 – 10,495 sq. ft. d. 1712 Jackson St, Port Lavaca, TX 77979 – 9,962 sq. ft. e. 817 Westwood St, Port Lavaca, TX 77979 – 8,616 sq. ft. f. 1002 Westwood St, Port Lavaca, TX 77979 – 8,882 sq. ft. g. 1121 Brookhollow St, Port Lavaca, TX 77979 – 10,202 sq. ft. Areas under this contract include: all lawn areas, paving, ground cover, natural vegetation, trees, shrubs, planter beds, and cultivated areas. Contractor shall clean up all debris caused by Contractor. Contractor shall also remove all leaves and debris, which are not caused by Contractor from all sidewalks, yard, walkways, and immediately adjacent areas within the property. 3. QUALIFCATIONS: Contractor shall provide personnel who have the knowledge, qualifications, and working experience to perform the functions outlined in the Performance Requirements. All personnel shall have at a minimum; an understanding of landscaping maintenance services provided at residential and government sites. The contractor shall show proof of past experience in maintaining grounds. 4. CONTINUITY OF FACILITIES OPERATION: Schedule work to minimize disturbances in residential neighborhood. Perform all on-site work between the hours of 8:00 AM and 4:00 PM, Monday through Friday (federal holidays excluded), unless otherwise approved by the Contracting Officer (KO) or Contracting Officer’s Representative (COR). 5. GOVERNMENT FURNISHED MATERIALS: None 6. PERFORMANCE REQUIREMENTS: The Contractor shall provide all personnel, equipment, tools, materials, management, supervision, and services necessary to complete all grounds maintenance services specified in this PWS. Contractor shall remove all waste from site. Services shall be performed twice monthly -- 2 of 5 -- Page 3 a. Lawn 1) Lawn shall be maintained no lower than 2” and no higher than 4” at any time. 2) Edging will be performed in conjunction with lawn mowing and will include all curbs, sidewalks, pavilions, recreational areas, along shrubs and building edges as needed. 3) Blow Grass clippings off of cement and away from drainage grates. 4) Clear all fence lines of trash and growth b. Trimming 1) Trim all trees to ensure a clearance of 6’ from ground to lowest branches and 2’ clearance from any structures. 2) Remove all dispose of all dead or dying tree branches. 3) Trim all bushes and hedges to eliminate overgrowth and provide a neat, symmetrical, and uniform appearance at least once a month. c. Create and maintain a clean, uniform edge along all walkways, gardens and flowerbeds, and areas where grass meets concrete. d. Apply herbicide as needed to kill and control vegetation in: 1) All beds and mulch areas 2) All walkways and sidewalks e. In any case that the weather does not permit the services to be started or completed; the contracted company shall compensate the services during the same week. If work cannot be compensated the same week, the cost of that weekly visit will be deducted from the monthly cost of the contract. f. All mowing and trimming shall be completed on a bi-weekly from March 1st – October 31st and monthly from Nov 1st – February 29th. 7. TRIMMING: The use of weed eaters around building, vehicles, parking lots, and general public walk areas shall be performed in a time and scheduled manner that reduces risk of injury and property damage. 8. HERBICIDE TREATMENT: Contractor shall treat the property as needed to control grass or weeds growth. A None-selective herbicide and or ground sterilant shall be applied as required to kill and control the vegetation in the areas listed below. All safety sheets shall be provided to the COR and approved by the facilities environmental department prior to use. No storage of herbicides shall be kept onsite. 9. Plant life Eradication: Contractor shall perform a site inspection for unsightly plant life (weeds, grass, and overgrown bushes, dead vegetation) at leash quarterly and shall remove as designated and approved by the COR. 10. Work Schedule: Contractor will provide a schedule each month of proposed work to the COR sufficient to meet Performance Standards, Section 6. -- 3 of 5 -- Page 4 11. Unscheduled Service Calls: Contractor shall include up to four (4) unscheduled service calls to complete any or all tasks listed in Performance Standards, Section 6. This work shall be completed within three (3) business days within the hours listed in Section 4. 12. SITE VISIT. Contractors are encouraged to make a site visit for evaluation prior to submitting an estimate. All site visits should be scheduled with the Contracting Officer, Assistant Facilities Engineer and/or their representative.
