As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein: (a) The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes, in no particular order of importance: PRICE TECHNICAL CAPABILITY TO MEET THE GOVERNMENT'S REQUIREMENT (b) Options (if applicable). The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Addendum to RFO 52.212-4(d), Changes: Changes in the terms and conditions of this contract may be made only by written agreement of the parties, except for the following actions: 1. Exercising of Options pursuant to RFO 52.217-8 and RFO 52.217-9, and incorporation of wage determinations in accordance with the Service Contract Act or the Davis Bacon Act. 2. Administrative changes such as the paying office, accounting classifications, in accordance with RFO 43.203(b). 3. Modifications to obligate or de-obligate funds for not to exceed CLINS. 4.
