Portable Latrine and Handwashing Station Rental & Servicing

25 November 2025 1 11th ADA- Latrine Contract (PWS) 1. General: This is a non-personal services contract to provide latrine, hand washing stations, and cleaning services at Imperial Field, Fort Bliss, TX 79916 and on order to support field exercises on Fort Bliss and the Dona Ana Range Complex. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1. References. 1.1.1. Occupational US Army Field Manual 21-10 Field Hygiene and Sanitation 1.1.2. U.S. 229 CFR 1910, Occupational Health and Safety 1.2. Description of Services/Introduction. 1.2.1. The Contractor shall provide portable latrines, hand washing stations, and cleaning services at Imperial Field, Fort Bliss, TX 79916. 1.2.2. The Contractor shall provide portable latrines, hand washing stations, and cleaning services on order in support of scheduled training exercises at Fort Bliss or Dona Ana Range Complex. 1.2.3. The Contractor shall perform to the standards in this contract in addition to maintaining a tracking log of all customer complaints / requests / any action taken in part by the Contractor while executing this contract. 1.3. Background: Imperial Field is the location where physical fitness and AFT events is held. Soldiers do not have latrines within the direct area and are subjected to returning to their barracks when needing to use the latrine. This is not feasible especially during the AFT due to the fact that Soldiers only have 10 minutes from one event to the next. The latrines will also be utilized by any other Soldiers or staff members who do not reside in the barracks. Additionally, 11th ADA BDE has several scheduled training events each year that require latrine support. 1.4. Objectives. The objective of this contract is to provide portable latrines, hand washing stations, and cleaning services with for both Imperial Field and for scheduled training events at Fort Bliss or Dona Ana Range Complex. 1.5. Description of Requirement 1.5.1 The Contractor shall provide latrines and hand-washing stations at Imperial Field and various training location for the duration of the contract. Locations are listed below: -- 1 of 18 -- 25 November 2025 2 1.5.1.1 The Contractor shall preform scheduled cleaning and servicing of the latrines and handwashing stations as described in section 5 of this PWS. 1.5.1.2 Upon request the Contractor shall provide additional latrines to locations and durations to be specified by the government at Fort Bliss or Dona Ana Range Complex, in support of scheduled training exercises for 11th ADA BDE. 1.6. Scope: This contract includes all functions, tasks, and responsibilities normally performed by a Portable Sanitation Service provider to include furnishing portable units, cleaning and maintenance of units. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, and Texas State Law Occupational Safety and Health Administration (OSHA) regulations, Army and installation regulations. 1.7. Period of Performance. The Period of Performance reads as follows: 1.7.1. The PoP shall be from: 15 SEP 2026 – 14 SEP 2031. 1.7.2. The Government reserves the right to adjust the PoP times to conform with operational needs. 1.8. Emergency Services: The Contractor shall be available by phone to provide 24-hour emergency response to any condition on the work site that could pose a safety risk to personal with or adjacent to the work area. This availability includes all weekends and holidays, at the Contractor’s expense. The Contractor shall provide emergency services within four (4) hours upon notification from the COR and correct any dangerous conditions. All repairs, replacements, and labor costs not due to Government negligence shall be at no additional cost to the Government. 1.9. Quality Control: Quality Control is the responsibility of the Contractor. The Contractor is responsible for the delivery of quality services to the Government in accordance with (IAW) the terms and conditions contain in Federal Acquisition Regulation (FAR) 52.246-1 entitled, “Contractor Inspection Requirements” and applicable sub-clauses pertaining to quality control. 1.9.1. Quality Control Plan: The Contractor is responsible for having their own QA/QC program to ensure all equipment is operating before issuing to the government. 1.9.2. Corrective Actions. At any time, it is determined by the KO that the quality control system, personnel, instructions, controls, tests, or records are not providing results which conform to -- 2 of 18 -- 25 November 2025 3 contract requirements, action shall be taken by the Contractor to correct the deficiency. 1.10. Quality Assurance. The Government shall evaluate the Contractor’s performance under this contract IAW the Quality Assurance Surveillance Plan (QASP). This plan is a Government only document primarily focused on what the Government must do to assure that the Contractor has performed IAW the requirements of the PWS of this contract. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable deficiency rate(s) as illustrated within the PWS and Performance Requirements Summary (PRS). 1.10.1. Contracting Officer Representative (COR). The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract. 1.11.
