The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement Background: The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Morgantown, West Virginia campus is a critical research facility that operates continuously, 24 hours per day, 7 days per week. To maintain a safe, professional, and functional environment that supports ongoing research activities and occupant safety, facility infrastructure must be properly maintained. Exterior building surfaces and glazing systems are exposed to environmental contaminants, weather-related buildup, and general wear that can negatively impact the appearance of the facility, reduce natural light transmission, and contribute to premature deterioration of building materials. Periodic professional cleaning of exterior building surfaces and windows is necessary to preserve facility assets, maintain a professional appearance, and support the operational readiness of the campus. Purpose and Objectives: The purpose of this requirement is to obtain professional power washing and window cleaning services for Buildings H and L, including all labor, supervision, equipment, materials, transportation, and safety provisions necessary to perform the work in accordance with industry standards and applicable OSHA safety requirements. Project Requirements: Purchase Description The CDC/NIOSH requires contractor support to provide professional pressure washing and window cleaning services for Buildings H and L at the Morgantown, West Virginia campus. The contractor shall furnish all labor, supervision, equipment, tools, cleaning materials, transportation, safety equipment, and other resources necessary to perform the required services Requirement Description Provide pressure washing services for the exterior of the buildings with associated openings. In addition, all windows will be cleaned once the pressure washing activities are completed. Components of this work are but are not limited to: a. Exterior • Exterior building surfaces • Curtain wall systems • Storefront glass • Entry doors and sidelights • Canopies • Skylights (if accessible) • Atrium Glass b. Interior Window / Glass Cleaning • Interior window surfaces • Interior glass partitions • Lobby glass • Conference room glass • Glass doors and sidelights c. Frames and Components • Window frames • Mullions • Sills • Tracks Cleaning Requirements • Remove dirt, dust, fingerprints, smudges, insect debris, water spots, and environmental buildup. • Use professional-grade window cleaning solutions and equipment. • Leave all glass surfaces clean, streak-free, and spot-free. • Wipe frames, sills, and surrounding areas are free of excess water and debris. • Avoid damage to glass coatings, tint, seals, and surrounding finishes. • Use purified water systems where appropriate. • Ensure no drips, runoff, or residue remain after cleaning. Equipment Provide all the equipment and supplies needed for the safe completion of the work identified. Access Work with the government to develop a schedule to perform the work identified. All contractor employees are subject to a background check. Safety Requirements • Comply with all OSHA regulations and fall protection requirements. • Prior to work - Submit a Safety Submitted and Job Hazzard Analysis for review by the government. • Prior to work - Submit detergents and cleaners to be used for review by the government. Provide all necessary personal protective equipment (PPE). • Use barricades, cones, warning tape, and signage to secure work areas. • Maintain safe pedestrian and vehicle access throughout operations. • Ensure all workers are trained and certified for elevated access work where applicable. • Maintain current general liability and workers compensation insurance. • Immediately report any incidents, property damage, or unsafe conditions. • If existing anchor points are to be used those anchor points need to be tested and documentation provided to the government.
