STATEMENT OF WORK (SOW) OK-542A Repair Material Background The Sensors and Arrays Division (Code 153) of the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is comprised of The Towed Array Handling Equipment Facility (TAHEF), which is the Naval Sea Systems Command (NAVSEA) certified Designated Overhaul Point for the OK-542 Thinline Towed Array Handling Equipment (TLTAHE). The OK-542 TLTAHE is essential for deployment and retrieval operations of the thinline towed array used on SSBN/SSGN 726 CL Submarines. The Capstan Drive Assembly (Unit 1) and Stowage Drum/ Level Wind Assembly (Unit 2) are components of the OK-542 TLTAHE that are used to deploy and retrieve towed arrays. The TAHEF has been tasked to provide support in upgrading and overhauling Unit 1 and Unit 2 for use on SSBN/SSGN 726 CL Submarines. NUWCDIVNPT, Code 153, requires the procurement of custom designed (build-to-print) OK-542 Unit 1 and Unit 2 support material. This hardware will support the thinline towed array used on SSBN/SSGN 726 CL Submarines. . 1.1 Places of Performance The contractor’s facilities. 1.2 Authorized Users Code 1534 / TAHEF 1.3 Sponsors NUWCDIVNPT 1.4 Types of Funding Service Cost Center (SCC) Funds Scope The contractor shall manufacture and deliver Unit 1 and Unit 2 support material required for OK-542 TLTAHE overhauls and upgrades. 2.1 Program or Systems Supported OK-542 Thinline Towed Array Handling Equipment . The contractor shall deliver completed material as it is completed in accordance with tasks designated in Section 4.1 In accordance with Applicable Document 3.26, the contractor shall fabricate one (1) Pressure Compensator Mounting Bracket (P/N 53X-02-281-2). The contractor shall disregard Note 13 of Applicable Document 3.1 and prepare, and paint as stated in the steps below: Plug & protect all internal and external threads, holes, and bores. Mask off part surfaces indicated not to be primed/painted or prime only. Reference notes on provided drawings. Prime with one coat (4-6mil DFT) of MIL-DTL-24441 Formula 150 Green Primer (or MIL-PRF-23236; Type V, VI, or VII; Class 5 or 7; Color Green). Mask off all part surfaces indicated to be prime only. Reference notes on provided drawings. Paint with two coats (4-6mil DFT) of MIL-DTL-24441 Formula 151 Haze Gray (or MIL-PRF-23236 Equivalent). Paint and primer application shall be by spraying, follow paint manufacturers’ application instructions. After painting is completed, disregard Note 10 and stencil with white enamel IAW MIL-DTL-11195. Reference notes on drawing provided and mark part numbers as required in locations shown. Ensure cage code numbers and part numbers are stamped or stenciled as noted in provided drawings IAW MIL-STD-130. NOTE: Cage code has changed to 53711. Vendor is required to perform visual inspection before return shipment to TAHEF – verify paint coating all required surfaces. Touch-up spot paint as required for any damaged locations. Protect all machined and painted surfaces during handling & transportation. Required Documentation Certificate of Compliance (CoC) The contractor shall provide a Certificate of Compliance (CoC) on company letterhead signed by the responsible company official, certifying that all items were manufactured in accordance with the SOW and Applicable Document 3.1 (CDRL A001) Mercury Free Statement The contractor shall provide a Mercury Free Statement on company letterhead signed by the responsible company official, certifying that Mercury and Mercury containing compounds were not intentionally added to nor allowed to come in contact with parts, hardware, or supplies furnished under this purchase order (CDRL A002). Certificate of Analysis The contractor shall provide a Certificate of Analysis of Raw Material in accordance with Applicable Document 3.1. This includes all material used for welding operations. (CDRL A003). Process Certification To ensure that this completed SOW task complies with requirements of MIL-STD-22D, S9074-AQ-GIB-010/248, S9074-AR-GIB-010/278 & T9074-AS-GIB-010/271, selected vendor shall submit the required Weld Procedure Specifications (WPS) and Procedure Qualification Records (PQR) that demonstrate the offeror is certified to perform welding in accordance with Government Drawing(s) as noted on RIR Enclosures and applicable weld standards. -or- The offeror may submit a formal plan to become certified to weld the required base material and to perform the required weld types in accordance with Government Drawing(s) as noted on RIR Enclosure and applicable weld standards by submitting draft Weld Procedure Specifications (WPS) and Procedure Qualification Records (PQR) and expressing in writing on company letterhead the intent to use this contract to become certified.
