Performance Work Statement (PWS) Preventive Maintenance for Slow Moving Vehicles Marine Corps Helicopter Squadron One/HMX-1 Preventive Maintenance (PM) 1. Background Marine Corps Installations – Marine Helicopter Squadron One (HMX-1) requires full-time, Intermediate-Level (I-Level) preventative maintenance and repair services for flight line utility vehicles. HMX-1’s mission is to operate and maintain its facilities and provide services and material necessary to support operational readiness. Reliable vehicle availability is essential to mission execution. 2. Scope The Contractor shall provide all labor, materials, supervision, tools, equipment, transportation, and quality control necessary to perform Preventative Maintenance (PM), inspections, and repair services for eight (8) slow-moving utility vehicles located at Marine Corps Air Facility (MCAF) Quantico, VA. Services shall be performed in accordance with Original Equipment Manager (OEM) standards, manufacturer service manuals, and this Performance Work Statement (PWS). The Contractor shall furnish all personnel, tools, diagnostic equipment, OEM manuals, OEM parts, transportation, and supplies necessary to perform the required maintenance and repair services. No Government-Furnished Property (GFP) will be provided. 3. Performance Requirements 3.1 Required Tasks The Contractor shall: • Perform scheduled Preventative Maintenance (PM) on all flight line utility vehicles listed in Table 1. • Conduct PM in accordance with OEM guidance, manufacturer service manuals, and this PWS. • Perform inspections, diagnostics, and maintenance on all vehicles using OEM parts, manuals, schematics, and approved procedures. • Ensure all replacement parts are OEM-equivalent or OEM-certified. This requirement applies specifically to the Vantage Primo and Vantage Mini Truck vehicles listed herein. No brand-name restriction applies; any qualified vendor capable of servicing these makes/models may fulfill the requirement. Table 1. The assessment shall include operational status, deficiencies, safety concerns, and recommended corrective actions. This establishes the baseline condition for future maintenance. 3.3 Quarterly Inspections The Contractor shall conduct quarterly inspections on all vehicles and document findings, deficiencies, and recommended corrective actions. 3.4 PM Documentation Upon completion of each PM: • A PM sticker shall be affixed to the vehicle indicating: o Date of service o Next due date o Technician name • A written PM report shall be submitted to the TPOC via email or hard copy, detailing: o Date of service o Type of service performed o Parts replaced o Any deficiencies noted 3.6 Full-Service Support The Contractor shall provide all labor, transportation, equipment, facilities, supervisors, utilities, materials, and supplies necessary to support this requirement. All work shall be coordinated with the Technical Point of Contact (TPOC). 3.6 Contractor-Furnished Items The Contractor shall provide all tools, equipment, diagnostic devices, OEM manuals, OEM parts, consumables, and transportation required to perform maintenance and repairs. The Government will not provide tools, equipment, or parts. 3.7 Government-Furnished Information (GFI) The Government may provide access to any available OEM manuals or technical references already in its possession. The Contractor remains responsible for obtaining all OEM manuals, schematics, and technical data necessary to perform maintenance. 3.8 Performance Standards To support measurable performance under a simplified acquisition: • PM Completion: All Preventative Maintenance shall be completed within the OEM-recommended interval ± 10 calendar days. • Quarterly Inspections: All quarterly inspections shall be completed within 15 calendar days of the start of each quarter. • Emergency Repairs: Emergency repairs shall be completed within 72 hours of notification, when possible. • Documentation: PM and inspection reports shall be submitted within 3 business days of service completion. -- 2 of 6 -- 3.9 Technical Qualifications All maintenance and repair services shall be performed by personnel who are fully trained, qualified, and experienced in the operation, diagnostics, and maintenance of Vantage Primo and Vantage Mini Truck utility vehicles. At a minimum, the Contractor shall ensure the following: • 3.9.1 OEM Training & Familiarity: Technicians shall possess documented training, certification, or verifiable experience demonstrating proficiency with Vantage vehicle platforms, including electrical systems, drive components, braking systems, and OEM-specific maintenance procedures. • 3.9.2 Technical Competency: Personnel shall be capable of performing diagnostics using OEM-approved tools, software, and schematics, and shall demonstrate the ability to interpret technical manuals, service bulletins, and wiring diagrams. • 3.9.3 Experience Requirement: Technicians performing work under this contract shall have a minimum of two (2) years of experience in utility vehicle, light-duty fleet, or comparable automotive/equipment maintenance. • 3.9.4 Safety & Compliance Knowledge: All personnel shall be trained in applicable OSHA safety standards, proper tool usage, lockout/tagout procedures, and safe handling of vehicle components. • 3.9.5 Contractor Responsibi
