STATEMENT OF WORK / REQUIREMENTS DOCUMENT Title: Open Radio Access Network (ORAN) 5G System I. BACKGROUND INFORMATION There is a requirement to procure a complete Open Radio Access Network (ORAN) 5G solution for the Information Technology Laboratory (ITL), Applied Cybersecurity Division. The system shall operate using the O‑RAN Alliance Split 7.2 architecture and integrate with an existing 3GPP- compliant Release 16 5G Core. The solution shall include a Radio Unit (RU), Distributed Unit (DU), Central Unit (CU), supporting hardware platforms, timing and synchronization infrastructure, user equipment (UE), SIM cards, installation, training, warranty, and maintenance support. Purpose/Objective The purpose of this procurement is to obtain a fully functional end-to-end ORAN 5G base station environment capable of supporting cybersecurity research, interoperability testing, performance evaluation, and future ORAN experimentation within the NCCoE laboratory environment. II. SCOPE The Contractor shall furnish, deliver, install, configure, integrate, test, and train Government personnel on a complete ORAN 5G system. The solution shall integrate with the Government’s existing Release 16 5G Core and include all hardware, software, licenses, timing infrastructure, accessories, warranty support, and maintenance necessary for full operational capability. III. MINIMUM REQUIREMENTS All equipment shall be new and current production. Experimental, prototype, beta-release, remanufactured, or gray-market products shall not be accepted. All software licenses shall be perpetual unless otherwise specified. • Line Item 0001 – CU/DU Software One (1) set of 5G NR gNB CU and DU software supporting 3GPP Release 16 and O‑RAN 1.0 or newer; perpetual licensing; Split 7.2 architecture; logging capability for midhaul and fronthaul interfaces. • Line Item 0002 – CU/DU Hardware Two physical servers capable of independently supporting the CU and DU functions, including any perpetual operating system licenses required. • Line Item 0003 – RU Software/Firmware 5G NR TDD RU software supporting Release 16, O‑RAN 1.0, 100 MHz bandwidth, sub‑6 GHz operation, eCPRI, and perpetual licensing. • Line Item 0004 – RU Hardware -- 1 of 3 -- 5G NR TDD Radio Unit supporting 4T4R operation, minimum 4 x 250 mW output power, radiated and conducted RF connectivity, eCPRI interface, and 100 MHz bandwidth. • Line Item 0005 – Core Integration Services Integration and testing support to connect the ORAN system to the Government’s existing Release 16 5G Core and demonstrate required throughput and functionality. • Line Item 0006 – User Equipment Two commercially available 5G NR user devices compatible with the proposed RU frequency band. • Line Item 0007 – SIM Cards Ten SIM cards supporting the required 5G security authentication mechanisms, including SUCI protection. • Line Item 0008 – Timing and Synchronization System Timing solution meeting ORAN synchronization requirements, including GPS-based synchronization if proposed. IV. DELIVERABLES Deliverable Quantity/Format Due Date Complete ORAN System 1 Lot Within 90 Days After Award Installation & Integration Completed System Within 90 Days After Award Training Training for 5 Users At Installation Warranty & Maintenance Documentation Electronic At Acceptance V. DELIVERY TERMS FOB Destination. Delivery location: NIST NCCoE, 9700 Great Seneca Drive, Rockville, MD 20850, Attn: Jeffrey Cichonski. Partial deliveries are acceptable. Delivery, installation, and training shall be completed within 90 calendar days after award. VI. INSTALLATION AND SYSTEM ACCEPTANCE The Contractor shall provide turnkey installation, system setup, startup services, and operational testing. The Contractor shall demonstrate a two‑UE operational test and provide backhaul, midhaul, and fronthaul logs. Government acceptance shall occur within seven business days following successful inspection and testing. -- 2 of 3 -- VII. TRAINING The Contractor shall provide on-site and/or remote training for up to five Government personnel covering operations, maintenance, troubleshooting, and system administration. Training materials and manuals shall be provided. VIII. WARRANTY AND MAINTENANCE The Contractor shall provide a minimum three-year warranty and support agreement covering labor, parts, travel, software updates, and technical support. Maintenance response shall be available on-site or remotely within 72 hours. IX. PAYMENT Payment shall be made upon successful delivery, installation, testing, Government acceptance, and receipt of a proper invoice in accordance with the resulting award. X. MISCELLANEOUS REQUIREMENTS The installation environment is a laboratory setting with 120V single-phase power available. Contractor personnel performing on-site work shall comply with NIST security, access, and safety requirements. Installation and training may be performed on-site or remotely. -- 3 of 3 --
