Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the DOI.
Requirement: The Government intends to issue multiple solicitations and award multiple purchase
orders to qualified contractors capable of providing appraisal and valuation services. The appraisals
listed below fall under this special notice announcement:
1. Appraisal and Valuation Services Office, Bureau of Indian Affairs (internal
tracking number 4405084). Location: Colville Reservation in Washington. For
use by AVSO and the BIA Colville Agency for potential sale negotiations. It is
not intended for any other use. The purpose of this appraisal is to have the
Appraiser provide an opinion of supported Market Value of the subject per this
Statement-of-Work (SOW) instructions as a part of the assignment.
2. Appraisal and Valuation Services Office, Bureau of Indian Affairs (internal
tracking number 44053959). Location: Cheyenne and Arapaho Reservation in
Blaine County, Oklahoma. To support a USPAP‑compliant appraisal for trust
responsibilities related to potential sale, transfer, or resource‑management
decision requiring determination of market and contributory value of the mineral
estate.
Specific requirements will be identified in future solicitations.
The government intends to use price as the primary selection factor and award to the technically
acceptable quote presenting the lowest price. However, past experience and/or past performance may
be utilized to justify awarding to other than the lowest priced quote. Utilizing experience/past
performance as an award discriminator will be at the government's sole discretion.
Interested contractors must:
• Maintain an active registration in the System for Award Management (SAM.gov) at the
time of quote submission and award; and

• Possess the necessary licenses and professional qualifications required to perform
appraisal services in the state(s) for which they submit quotations.
Interested contractors should email AQDSAT@ibc.doi.gov by Wednesday, July 8 at 2:00 PM Eastern
Daylight Time, indicating their business size and specifying which of the listed appraisals they intend
to bid on.
If fewer than two Indian-owned Small Business Economic Enterprises (ISBEEs) or Indian-owned
Economic Enterprises (IEEs) respond to any of the appraisal requirements identified above, the
Government reserves the right to issue the solicitation(s) to the broader small business community.
If fewer than two small businesses under NAICS 531320 respond to any of the appraisal requirements
identified above, the Government reserves the right to issue the solicitation(s) on an unrestricted basis.
Please be advised that this announcement may serve as the only notice that will be issued for the
appraisal services identified above.
