Description of Services / Introduction: Commander Navy Region Southwest requires adequate staffing to provide for the safety and protection of the Fleet, Fighter and Family. This statement of work defines staffing required to provide minimum command, control and communications operations throughout the CNRSW Area of Responsibility 2. Purpose: Achieve standardized 24/7 Watchstanding support to the region operation center (ROC) with the ability to monitor, collect, and share information using knowledge management systems available to CNRSW. Response core capabilities include: situational awareness, public information & warning, operational communications, operational coordination, and planning. 3. Specific Task Explanation: Achieve the vision of providing standardized Protection Ashore in response to “all threats/all hazards” from pre-incident, through response, to recovery. This requirement enables the means to achieve reliable, seamless, cost effective, and timely solutions. Also, the flow of key information and policy guidance to execute assigned missions while supporting local, state, federal, and military activities in the preparation for, response to, and recovery from any incident. Four CNIC core capabilities make up Protection Ashore and they are: Command, Control, & Communications (C3), Antiterrorism (AT), Emergency Management (EM), and Fire and Emergency Services (F&ES). Although not directly part of Protection Ashore, two response capabilities are considered within scope of Protection Ashore readiness reporting (DRRS-S), and Navy Family Assistance, to include personnel accountability. For the purpose of this document, Command, Control, Communication, Computers, and Intelligence (C4I) is the technical solution to execute Protection Ashore, and is defined as the ability to: – Support command decision processes and communicate electronic data to multi-service, multi-agency nodes across the entire all-hazards/all-threats spectrum of shore and afloat operations. – Direct/facilitate/coordinate manpower, equipment and resources ashore during daily and crisis operations. – Receive/transmit orders. – Receive and process information into situational awareness displays. – Provide all-hazards warnings to all personnel on board the installation, and others as appropriate. – Coordinate directly with the other three core Protection Ashore capabilities which are Fire and Emergency Services (F&ES), Anti-Terrorism (AT), and Emergency Management (EM). DRAFT -- 2 of 5 -- 3 4. Specific Skills Sets Required: Ability to work as part of a multi-disciplinary team and provide insight and opinions to the Government led team. This requires professionalism, personal initiative, demonstrated good judgment, outstanding organizational skills, attention-to-detail and the ability to prioritize, meet deadlines, and work under constant pressure. In addition, skill in applying complex fact- finding, analytical, problem-solving methods, and techniques. A high level of ability in interpersonal relations and persuasiveness to gain acceptance of ideas and proposals. Skill in written and oral communications sufficient to prepare and present findings and recommendations, develop and present briefings/training, and prepare technical reports. Ability to multi-task to work simultaneous projects. Ability to communicate and brief senior Government Officials in a clear and concise manner. 5. Deliverables: Contractor shall provide outputs associated with the taskings listed below to include but not limited to, MS power point briefings, MS Word documents and reports, MS Excel spreadsheets, MS Access databases, Flank Speed and Sharepoint Online environment, emails and talking points.
