The objective is to enable partner nations to safely and effectively test uninstalled engines manufactured by Pratt & Whitney (PW), General Electric (GE), Rolls‑Royce, and other original equipment manufacturers (OEM) as specified in individual delivery orders. The Contractor shall furnish all equipment, materials, and labor necessary to: Provide the engine test cell support equipment items identified in individual delivery orders. Perform configuration management, obsolescence management, and quality assurance for supplied equipment. Execute Packaging, Handling, Shipping, and Transportation (PHS&T) and associated documentation. Provide warranty support as specified in paragraph 1.2.6 and paragraph 3.6. Perform installation, acceptance testing, and related travel as specified in Section 1.2 and Section 2.1. Period of Performance The contract Period of Performance (PoP) is 24 November 2028 through 23 November 2038. The PoP for each delivery order shall be specified on individual orders issued from the contract. Locations Specific performance locations, including equipment delivery destinations and installation locations, shall be identified in individual delivery orders and associated Contract Line Item Numbers (CLINs). Communications The Contractor shall provide all communications and office support necessary to perform this contract, including telephone, mobile communications, mail, e‑mail, and fax. These costs shall be included in the Firm‑Fixed‑Price (FFP) CLINs unless otherwise specified. The Contractor shall comply with all communications security requirements identified in Section 1.1.4, Security and Classified Communications Requirements. The obligation to adhere to Section 1.1.4, will only be required if the program execution requirement is designated Secret or above. Security and Classified Communications Requirements The Contractor shall comply with all security requirements of FAR 52.204-2 (Security Requirements), DFARS 252.204-7012, and the integrated DD Form 254 (Contract Security Classification Specification). To support the execution of this mission, the contractor must possess and maintain a Facility Clearance (FCL) commensurate with the Delivery Order requirement with approved safeguarding capability. The Contractor shall establish and maintain secure communications capabilities, to include the use of Communications Security (COMSEC) equipment, approved secure telephone systems (e.g., vIPER/STE), and classified data networks in strict accordance with the National Industrial Security Program Operating Manual (NISPOM – 32 CFR Part 117) and applicable TEMPEST standards. All classified data processing, verbal transmissions, and digital communications shall occur exclusively within government-approved, certified facilities. The Contractor shall flow down all applicable security and safeguarding clauses to any subcontractors requiring access to classified information. CDRL requirements to adhere to this section can be found on Attachment 8 and will only be applicable if a delivery order requirement of Secret or above is required. Work Hours The Contractor shall provide perform work during normal business hours based on a flextime schedule between 0700 and 1800 local time, Monday through Friday, unless otherwise specified in individual delivery orders and approved by the Government Program Manager (PM). When required to meet mission needs, the Contractor shall perform work on weekends and local holidays. The Contractor shall obtain written approval from the Government PM and Procuring Contracting Officer (PCO) prior to performing overtime or holiday work. Compensation for overtime and holiday work shall be in accordance with the applicable Federal Acquisition Regulation (FAR) labor and overtime clauses included in Section I of the contract.
