DISTRIBUTION: DoD COMMUNITY ONLY STATEMENT OF WORK Weapons and Field Training Battalion (MCRD) Roman Catholic Director of Music and Organist/Pianist Services 1. General: This is a non-personal services contract to provide a Roman Catholic Director of Music and Organist/Pianist Services in support of the Command Religious Program (CRP) in support of the Marine Corps Recruit Depot (MCRD) located at Weapons Field Training Battalion (WFTBN) Chapel aboard Edson Range, Marine Corps Base Camp Pendleton, California. 2. Background: Music is an integral part of Roman Catholic worship services. Such services include organ/piano music in the form of preludes, responses, hymns, anthems, and postludes and chanting of prayers and readings that are appropriate for Roman Catholic worship styles and traditions. Per US Navy Regulations, SECNAVINST 1730.7E, it is incumbent upon a Commanding Officer to have a CRP which accommodates the religious needs, preferences, and rights of assigned military personnel and other authorized users. 3. Scope of Work The objective of this contract is to secure Roman Catholic Director of Music and Organist/Pianist Services to provide music that is essential for Roman Catholic worship for Sunday worship services, special Roman Catholic holy days, and military funerals of Roman Catholic personnel. The contractor will also provide professional recommendations for the musical program to the presiding WFTBN Chapel Command Chaplain or Civilian Religious Clergy (CRMP). 4. Objectives and Tasks: The Roman Catholic Director of Music and Organist/Pianist Services will lead and perform the music for Roman Catholic services. The WFTBN Command Chaplain will provide the expertise, equipment, supplies, tools, materials, and other items necessary to the following tasks: (2 pianos are provided) a. Lead congregational singing and provide piano/organ accompaniment for the Roman Catholic services on Sunday morning at the WFTBN Chapel. (There is no choir at the performance location of Edson Range. No volunteer musician for the Catholic Service) (MCRD is providing the CCLI licensing for the music sheets.) b. Lead congregational singing and play piano/organ accompaniment for 7 sessions for special religious observances in the Roman Catholic traditions that occur throughout the calendar year: Feast of Mary, the Mother of God – January 1, Ash Wednesday, Good Friday, Feast of the Assumption – August 15, Feast of All Saints – November 1, Feast of the Immaculate Conception – December 8. c. Lead congregational singing and play piano/organ accompaniment for 2 sessions for funerals as requested by the Command Chaplain of WFTBN. d. Provide a single qualified substitute for pre-qualification and approval by the Command Chaplain within one week of contract award. This single approved substitute will be identified and will provide services when the Roman Catholic Director of Music and Organist/Pianist Services is unable to provide services. The Roman Catholic Director of Music and Organist/Pianist Services will be responsible for ensuring and providing supporting documentation of the recommended substitute’s qualifications and compensation for the services rendered by the substitute. Upon consultation and approval by the WFTBN Command Chaplain, the adequate substitute may be used for coordinated and agreed upon absences, such as illness or emergency leave. The Roman Catholic Director of Music and Organist/Pianist Services will not be permitted to subcontract his/her services for more than four weeks per calendar year. -- 1 of 5 -- DISTRIBUTION: DoD COMMUNITY ONLY e. Submit for timely inclusion a list of the congregational songs for Sunday Roman Catholic Mass to the WFTBN Chapel Command Chaplain for use in the worship bulletins no later than Thursday afternoon by 3:00 pm every week. f. Notify the WFTBN Chapel Command Chaplain of any maintenance problems or acquisition needs concerning the government-owned piano, organ, and/or any other musical equipment. g. Schedule and meet with the WFTBN Chapel Command Chaplain on a quarterly basis to ensure the customer’s needs are being met, and to assess the music program as it pertains to Roman Catholic worship services. 5. Schedule and Location: a. Required for 52 sessions per calendar year to include regularly schedules worship services, 7 sessions for occasional special services such as or special seasonal holiday services Feast of Mary, the Mother of God – January 1, Ash Wednesday, Good Friday, Feast of the Assumption – August 15, Feast of All Saints – November 1, Feast of the Immaculate Conception – December 8, Christmas – December 25 and 2 sessions for funerals, as listed above Paragraph 4. All sessions are estimated, and quantities are not guaranteed. The Roman Catholic Director of Music and Organist/Pianist Services is advised that service dates and times may change. b. Schedule: A schedule (dates and times) must be coordinated and approved by the WFTBN Command Chaplain on a biweekly basis, or as needed. The Roman Catholic Director of Music and Organist/Pianist Services must ensure an adequate workforce for the uninterrupted performance of all tasks defined within this Statement of work is accomplished. Based upon requirements and other needs, there may be times when some or all services are not required for that week. If so, the Contractor will be notified at least one week prior to scheduled convening service. c. Period of Performance: The period of performance shall be a base period from 7 June 2026 to 6 June 2027 with four (4) potential option years. d. Normal Duty Hours. The Roman Catholic Director of Music and Organist/Pianist Services is responsible for providing services, between the hours of 0900 – 1100 on Sundays, including Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. An alternative time and location will be provided
