7. Actions to Increase Competition: This is a fully competitive procurement and
source controlled for quality. There is currently no effort to establish additional
sources for the road wheel assembly. If an additional interested source were to be
identified, they would have developmental and manufacturing times estimated at
eight months, followed by laboratory testing to the specification estimated at three
months, and finally field testing estimated at four months. Following this the
company would need to draft a Source Approval Request (SAR) presenting all
manufacturing information including suppliers, certificates of conformance, internal
Quality Control processes, and testing results to be submitted to the United States
Government (USG) for the SAR review process with an estimated time of 6 months.
A significant barrier to establishing an additional source is the cost of the
qualification testing which must be paid for by the manufacturer as the USG does
not fund qualification testing. This may result in a search for additional suppliers
turning up no additional leads.
